ARB Meeting Date August 4, 2008 Staff Contact Margaret Maliszewski SITE/PROJECT HISTORY The ARB conducted a preliminary review of this proposal on June 2, 2008. The action letter from that meeting is included as Attachment A to this report. The original building and signage at this site were reviewed by the ARB in 1992 (ARB- 95 -05 -FS and ARB- 92- 05 -S). CONTEXT The Moser site is located on the north side of Route 250 West, between the Sieg and Charlottesville Oil sites. This stretch of the Route 250 Entrance Corridor is characterized by a mix of development, including office, residential, institutional, commercial and industrial buildings. The Moser building is the eastern end of the LTACH project, which includes pedestrian paths and landscaping from the Moser building at the east to the Kirtley building at the west. PROJECT CHANGES Primary changes to the proposal since the last ARB review include: • Changes to the footprint of the addition • The addition of spandrel glass windows to the front (southern end) of the addition • A study of the visibility of rooftop equipment • Revised planting ARB 8/4/08 Moser Radiation Therapy Center- 2 nd Vault Addition - Page 1 ANALYSIS (based on: exterior elevations dated 11 -17 -8, site plan sheets C1 -C3 and C5 -C7 revised 6- 16-08, site plan sheets C4 and L1 revised 7- 24 -08, and lighting sheet 1 of 1 dated June 16, 2008) Issue: Equipment Comments: Equipment is proposed to be located on the roof of the northern part of the addition, towards the northwest corner. The southern part of the addition is 4'6" taller than the northern part. This extra height on the EC side is expected to screen the equipment from vantage points in front of the building. Site line diagrams show that the parapets on the sides of the northern part of the addition will sufficiently screen the equipment from angled views both east and west of the building. Recommendations: None. Issue: Planting Comments- • The ARB recommended that a majority of plants in the biofilter at the front of the property be revised to evergreen species. The plants now include Ilex glabra, which is evergreen, but the majority of plants remain deciduous. The applicant has indicated that there are few evergreen species that can tolerate the conditions of the biofilter. Instead of a majority of evergreens, the applicant has proposed a variety of plants whose colors and textures will provide year -round interest. The applicant's description of the proposed plants is included as Attachment B to this report. Given the biofilter conditions, the plant choices appear to be appropriate. • A brick planter has been added on the EC side of the addition, but no plants have been proposed in the planter. Recommendations: Revise the landscape plan to include plants in the planter. Coordinate the planter plants with the other proposed landscaping. Issue: Blankness Comments: • The extent of blankness of the proposed addition was a topic of discussion at the last review. The east elevation has been submitted. It is primarily blank, with only two relatively small windows proposed at the north end. A brick reveal is incorporated across the elevation near the top, and the addition is broken into two parts of different heights. Also, plants (Southern Waxmyrtle which can grow 10 -15' high) have been added along the length of the east elevation. • The south end of the addition has been revised to include a spandrel glass and metal panel bay at the southwest corner. The materials, colors and details of this bay are designed to coordinate with the existing building. The addition of this bay significantly reduces the blank wall area. Spandrel glass is proposed for the window because the medical /radiation requirements preclude the use of vision glass. Given the use of the addition and the fact that the window detail is compatible with the existing condition, the spandrel glass is acceptable. • An angled brick planter has been added on the Entrance Corridor side of the addition. The angle relates to other angled elements of the existing building and adding this lower element helps break up the mass of the overall addition. • On the exterior elevation sheet, the elevations identified for some of the building elements are incorrect; for example, the bottom of panel elevation is higher than, and equal to, the two top of parapet elevations on the west elevation drawing. Recommendations: Correct the "top of " elevations on the exterior elevations sheet. ARB 8/4/08 Moser Radiation Therapy Center- 2 nd Vault Addition - Page 2 Issue: Lighting Comments: A lighting plan and cut sheets were submitted; however, they were not submitted as part of the site plan set. Recommendations: Include the lighting plan and the lighting cut sheets as part of the site plan set. SUMMARY OF RECOMMENDATIONS Staff recommends the following as the primary points of discussion: 1. Visibility of mechanical equipment 2. Architectural treatments to relieve blankness (window bay, spandrel glass, planter, planting) 3. Proposed landscaping Staff recommends approval of a Certificate of Appropriateness, with the following conditions: 1. Revise the landscape plan to include plants in the planter. Coordinate the planter plants with the other proposed landscaping. 2. Correct the "top of " elevations on the exterior elevations sheet. 3. Include the lighting plan and the lighting cut sheets as part of the site plan set. The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. 1. Revise and coordinate all drawings to show ground equipment located behind the addition. 2. Provide details regarding the proposed rooftop equipment. Show how visibility of the rooftop equipment from the EC will be eliminated. 3. Add the following note to the architectural and site plans: "Equipment shall not be visible from the Entrance Corridor." 4. Revise the footprint of the addition on the site plan to match the architectural elevations. 5. Provide plants in the area where the south end of the addition is set back from the north end. 6. Submit the east elevation of the addition for review. 7. If trees can't be planted on the east side of the addition, explore the possibility of planting shrubs in this area. 8. Revise the EC trees to 31/2' caliper at planting. 9. Move the proposed red maple tree so that it does not conflict with the conduit. 10. Provide the planting plan, with the plant schedule, as part of the site plan set. 11. Revise the biofilter planting to include a majority of evergreen plants, 24" high at planting. 12. Identify the proposed location for the relocated lamp on the plan. Submit a photometric plan, cut sheets for the new fixtures and fixtures to be relocated, and luminaire schedule identifying all lighting options. Include the cut sheets on one of the lighting plan sheets. 13. Blankness must be addressed architecturally and with additional plantings. You may submit your application for continued ARB review at your earliest convenience. Application forms, checklists and schedules are available on -line at www.albemarle.org /planning. Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on each drawing and an ARB approval signature panel. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those requested have been made, identify those changes in the memo also. We are using a plant palette that offers a variety of color and texture year round. The Red Twig Dogwood had beautiful red stems that will stand out against the back drop in the winter months, while it offers clusters of white blossoms in spring, dark green leaves in summer and red /orange leaves in the fall. The Inkberry is the evergreen back drop with dark glossy green leaves all year long and black berries in the fall /winter. The Virginia Sweetspire has spikes of creamy white flowers in the spring and red /purple leaves in the fall. The Winterberry is deciduous but rewards the eye in the fall and winter with a heavy set of red berries. The Blue Flag Iris has slender erect leaves and in the early to mid summer each branched stem will have violet, lavender -blue or purple flowers. The Soft Rush Sedge is semi - evergreen grass -like plant. It has dark green leaves with a stripe of yellow running the length of the stem. We anticipate the variety of plants will look a beautiful planting bed at the front corner of the clinic and will provide visual interest year round.
