Please find comments from the following departments and agencies included in this letter: Albemarle County Community Development Department o Planning - Rural Areas o Zoning o Current Development - Engineering Virginia Department of Transportation (to be provided when received) Please see the attached resubmittal schedule for a list of dates on which you can submit your revisions and responses to review comments (below and attached), as well as for possible Planning Commission dates (please note that the listed dates are the earliest possible, but actual dates need to be selected to suit the revision schedule for each project.) COMMENTS Planning — Rural Areas (Scott Clark): Any eventual recommendation of approval would depend on Board approval of the pending Comprehensive Plan amendment related to this project. Any eventual approval would be conditioned to require adherence to the Memorandum of Agreement between RWSA and the state Department of Historic Resources. Please show which of the available access roads will actually be used for the project, and describe the extent of work (clearing, grading, surface treatment, etc.) planned to prepare those roads for the work. • Please show on a plan all areas to be disturbed and/or cleared for the dam construction/removal, including the work area, access, equipment parking/storage, etc. • Please show all wetlands to be impacted, and provide the mitigation plans (and status of any necessary approvals) for those wetlands. • Please provide more detail on the area to be inundated by the higher dam, including: o Time required to fill to the new waterline after construction is complete. o Degree and timing of clearing to be done in the area to be inundated. o Total forest area to be cleared for new inundation. o Erosion management planned for this area while the reservoir is filling. • Do you have an estimated area for the new 100 -year floodplain for the expanded reservoir? • Please provide information on which existing trails will be inundated or made unusable, and show locations of new trails. • Please show critical slopes and floodplains on an overview plan (such as the "Proposed Project Limits" plan). • Please estimate how long the project would limit public access to the Natural Area, and to what degree. • Please include any available cross-sectional views of the new dam in the next submission. • Please provide an outline of the overall construction process, including both construction of the new dam and removal of the old dam. • How much of the upper dam will be removed? What will be done with the structure that stands just upstream of that dam? Zoning (Amelia McCulley • Additional information about the existing and new 100 year floodplain is necessary for review of this special use permit. Will the new floodplain encroach any further onto adjoining properties than the existing floodplain currently does? The application states that downstream properties will not be impacted with additional floodplain. Current Development — Engineering (Glenn Brooks) • There is not enough information in this submittal to evaluate the changes to the FEMA floodplain. The application needs to provide the existing FEMA floodplain, and the conceptual proposed new floodplain, upstream and downstream.
