The minor amendment to 1575 State Farm Blvd., received on 12 August 2008, has been reviewed. The
plans can be approved after the following comments have been addressed.
1. Is the existing sidewalk from the existing handicap ramp to be removed? Are the existing
handicap spaces and ramp on the south side of the building to be replaced with regular spaces?
(Rev. 1) Please connect the sidewalk along the 14 spaces to the sidewalk at the front of the
building. If the required spaces for the parcel are provided off -site, the zoning
administrator needs to sign off on a shared parking agreement between the two parcels. In
addition, a sidewalk from those spaces should be provided to the building entrance.
2. Please label curb -type on the plan.
(Rev. 1) I cannot see where the curb -type has been labeled.
3. Engineering review has concerns regarding the handicap parking area meeting the County's
Safe and Convenient access requirements. For 3 of the 4 handicap spaces, backing out from
the spaces maybe problematic. Engineering review would prefer to see an alternate parking
scheme but would approve a plan if 5ft turnaround area on the northeastern curbline was
provided to assist with the backing out of the parking spaces. Please also show the loft
parking lot buffer where necessary. [18- 21.7.1]
(Rev. 1) Comment has not been addressed. Exiting from the spaces as proposed is awkward
and inconvenient. The parking setback may not be required for this site because of its
zoning. Please contact Summer Frederick for this information. If the parking setback is
not required, please extend the turnaround area farther.
4. The curbline adjacent to the handicap spaces with the 8ft wide striped must be straight and
perpendicular to the painted lines. The alignment as shown is curvilinear parking which is not
allowable for this location.

5. Please label the entrance as a VDOT standard designation. Please show grading of the
proposed Willis Drive as well to confirm that with the new road an appropriate landing is
created. It appears additional modifications to the entrance grading will also be required.
Please also label the curb radii at the entrance. [DM]
(Rev.]) The proposed grading at the entrance creates a few issues. The entrance must
have an adequate landing (ideally 4% for the first 40ft from the entrance). [4.12.17.b] It
appears Willis Rd. will need to be lowered several feet in order to achieve this landing. An
alternative to reconfiguring the road would be extending the hospital parking lot into the
site and closing the parcel's entrance from Willis Road.
Also, the plan needs to specify a low maintenance groundcover for all proposed slopes
steeper than 3:1.
Please show traffic control signs on the plan.

This plan must have an approved ESC plan. Please expand the limits and provide the
measures in the Martha Jefferson Hospital ESC Phase III plan (WPO- 2008 - 00004).
