SITE/PROJECT HISTORY
• A Certificate of Appropriateness was issued for ARB- 2008 - 00013: Avemore Commercial on April
24, 2008. That approval covered two two -story office buildings.
• On July 7, 2008, revised elevations for Building 1 were shown to the ARB as an "other business"
agenda item. It was the consensus of the ARB at that time that the design would need to return to the
ARB for review. Compatibility with Building 2 and the need for additional information were issues.
• The applicant was not prepared to submit revised elevations for Building 2 with the Building 1
submittal. Additional progress has been made on Building 2 since the submittal was made, but only
the conceptual elevations were available for this review.
CONTEXT/VISIBILITY
The Avemore development is located on the east side of Route 20 North across from the entrance to
Darden Towe Park. The commercial phase of the development is located at the intersection of Fontana
Drive and Wilton Farm Drive. The north and west elevations of Building 1 will be visible from the EC.
Building 1 will block most of Building 2 as viewed from the EC. Only the shorter north elevation of
Building 2 and a portion of the southern elevation will be visible from the EC. Eventually, on -site trees
will reduce visibility of the development.
PROJECT CHANGES
The current application includes a proposed revision to the architectural design of Building 1, with a
concept sketch for revisions to Building 2. The design of Building 2 is intended to coordinate with
Building 1. The applicant plans to submit more detailed drawings for Building 2 for review at a later date.

No revisions to site elements are planned. Primary revisions to the design of Building 1 include a change
to the building form and a revised materials palette.

Issue: Materials
Comments: The proposed materials for Building 1 are outlined in the following table, together with the
previously approved materials for this development. The proposed materials palette is more complicated
than the previous proposal and the proposed distribution of colors on the building results in a more
complex, more modern appearance. Although the color renderings suggest an orange color for some of
the brick, the actual brick sample is less orange than the drawing suggests and all materials appear to be
appropriate. The applicant has indicated that the design of Building 2 will coordinate with Building 1.
Recommendations: Provide Building 2 elevations for review. Show that materials and colors will be
coordinated with Building 1.

Issue: Building Form
Comments:
• The form of Building 1 has been simplified, with the major block of the building covered by a hipped
roof. The former tower element at the northwest corner of the building has been revised to a gable -
roofed element that extends across the west elevation. (The hipped roof dies into the gabled roof.)
The suggestion of a tower remains on the north and south elevations, with a tall window element
under the gable. This revised building form has an appropriate appearance.
• The proposed footprint of Building 1 is slightly different than the approved footprint on the site plan.
If the proposed footprint is not held within the approved footprint, a minor site plan amendment may
be required. The applicant should contact the Current Development Division for a determination.
• The conceptual design for Building 2 shows a main block with a flat roof /parapet wall and end bays
with different roof conditions. One end bay is raised to three stories and has an arched roof. The other
is treated with an elaborate cornice.
Recommendations: Contact the Current Development Division regarding the possible need for a minor
site plan amendment for the proposed change in building footprint. If an amendment is required, submit it
for review.
Issue: Wall Signs
Comments: Wall sign criteria were established with the previous approval (see Attachment A), but no
wall signs are shown on the revised elevations. Wall sign locations and design criteria should be
addressed prior to approval of the revised building design, to ensure compatibility.
Recommendations: Provide for review proposed locations and design criteria for wall signs.
Issue: Wall Lights
Comments: Wall sconces are proposed at the first story of the north elevation. The Kirlin 06068 fixture is
an up /down fixture proposed in a dark bronze finish with a 32 watt fluorescent lamp. At 32 watts, the
lamp would not exceed 3000 lumens and, therefore, meets ordinance requirements.
Recommendations: None.
Issue: Building 2
Comments: Conceptual level sketches have been provided for Building 2. More detailed drawings are
required for review. It would be best for the Building 2 drawings to be reviewed and a single approval
granted for revisions to both buildings. However, a Certificate of Appropriateness could be granted for
Building 1, with the condition that the previous approval for Building 2 is withdrawn, and Building 2
must return to the ARB for additional review /approval.
Recommendations: Provide Building 2 elevations for review.
Issue: Drawing Errors/Inconsistencies
Comments: The east and west elevations on Sheet A2.3 appear to be mislabeled. Some of the drawings
include dimensions, but the dimensions are not legible.
Recommendations: Correct the "east" and "west" labels on Sheet A2.3. Provide drawings with
dimensions that are legible.

SUMMARY OF RECOMMENDATIONS
Staff recommends the following as the primary points of discussion:
1. Building materials and colors
2. Revised forms for Building 1
3. Conceptual design for Building 2
Staff recommends approval of the revised elevations for Building 1, with the following conditions:
1. Provide for review proposed locations and design criteria for wall signs.
2. Correct the "east" and "west" labels on Sheet A2.3. Provide drawings with dimensions that are
legible.
3. If a minor site plan amendment is required for the proposed change in building footprint, provide the
amended plan for review. The applicant should contact the Current Development Division for a
determination on the need for an amendment.
4. The previously approved design for Building 2 is withdrawn. Revised elevations for Building 2 shall
be submitted for review. Materials and colors for Building 2 shall be coordinated with Building 1.
