RE: SDP - 2008 -129 Stonewater Townhomes Site Plan
Dear Sir:
Department of Community Development Zoning and Current Development has reviewed the site plan (dated
8/11/08) against applicable codes and ordinances. Zoning and Current Development comments are as follows:
This proposal has been submitted as a final prior to a preliminary. The ordinance contemplates the
approval of a preliminary site plan prior to the submittal of a final site plan. However, by interpretation the
ordinance does allow the submittal of a final prior to approval of a preliminary. No mechanism exists in
the ordinance for the County to approve with conditions a final site plan. Therefore, if the site plan does
not have all necessary approvals to allow signature by the revision deadline the County will deny your
application. You may request that this project be changed from a final to a preliminary site plan which
may allow the County to approve the plan with conditions or you may request that the County defer taking
a formal action on your application.
2. [32.5.6.a] Provide adjacent zoning.
3. [32.5.6.a] Approval is required to reduce side setbacks from 15' to 10'. Please provide evidence that Fire
and Safety has approved the reduction of the side setback to 10'.
4. [32.5.6.a] On Sheet E -2, on the west corner of the site there are 2 sets of departing line- one just stops.
Please address.
5. [32.5.6.b -c] Please delineate the limits of this site plan, perhaps drawing the line just north of the 8'
recreation path, across Stonewater Drive, and then north along the curb for Stonewater Lane. It is
important to delineate what is incorporated into this site plan approval. Without delineation every feature
shown on the plan will have to be installed prior to the issuance of the first certificate of occupancy.
Be aware that before this site plan can be approved, the road plans for the roads that serve these proposed
townhouses must be approved. Therefore, you may want to consider including the road plans for
Stonewater Lane and the first segment of Stonewater Drive in this site plan. Also note that the E &S plan
that gets approved must match the approved road plans. Therefore, if you choose to include the road plans
for this phase of the development in this site plan you will need to scale back the E &S plan to match the
limits of the road plans. Otherwise we cannot approve the E &S plan (or this site plan) until the complete
set of road plans is approved.
6. [32.5.6.b] Please label and show the extent of the 8' recreation path and provide appropriate construction
details.
7. [32.5.6.h,m]Please clarify graphically what street improvements are existing and which are proposed,
particularly on Rio Road and in Stonehenge.
8. [32.5.6.1] Please label landscape easement along western property line and provide instrument/reference.
9. [32.5.6.n] Please dimension parking spaces (driveway and on- street), provide construction details for
sidewalks, provide signage information and appropriate details.
10. [32.6.6.g] You must show all parking. The cover sheet notes that four (4) on- street parking spaces will be
provided on Stonewater Drive. Stonewater Drive is not an acceptable location for the parking required by
this part of the development. Please provide (show and dimension) the required four spaces along
Stonewater Lane.
11. [32.5.6.o] Please provide a General Note pertaining to proposed utilities, ie. being dedicated to public use.
If streets are to be private, please note so on the cover sheet.
12. [32.5.6.p] You must provide a landscape plan, to include a conservation plan, in accordance with Sec.
32.7.9.
13. Please address that General Notes #5 and #10 on the cover sheet are duplicates.
14. Provide graphic scale and north arrow on Sheet S -1.
15. [32.7.9.4] Please label tree protection on each sheet it appears, or provide a key for protection symbols.
16. On sheet E -2, please clarify "Note" callout (pointing to wood fence) in the detail of demo for the front of
the site.
17. Please add "and demolition plan" to the title block of sheet E -2.
The final site plan is subject to all final site plan requirements (Zoning Ordinance Section 32.6). In
addition to Zoning and Current Development approval, the following departments and agencies must
also review and approve the final site plan. If you have not received comments from the following,
please contact them directly to coordinate the review of the site plan:
18. [32.6.4.1] Final plan approval is subject to the issuance of a Certificate of Appropriateness from the
Architectural Review Board. Please contact Margaret Maliszewski at 296 -5832 ext. 3276.
19. Zoning & Current Development Engineering approval to include:
• All applicable items as specified in the Design Standards Manual, Section 902B.
Please note that Engineering has received the site plan and their review is underway.
20. Albemarle County Fire Rescue approval to include:
• Review and approval of fire flow and fire hydrant locations.
• Review and approval of proposed setback reductions.
Please note that I have not received comments or approval from this department. Please contact Fire
Rescue directly to coordinate their review of your project. Please contact James Barber at 296 -5833.
21. Albemarle County Service Authority (ASCA) approval to include:
• Review of all final water and sewer plans.
Please note that I have not received comments or approval from this agency. Please contact ACSA directly
to coordinate their review of your project. Please contact Gary Whelan at 977 -4511.
22. Virginia Department of Transportation (VDOT) approval to include:
• Review and approval of all road plans including drainage computation.
Please note that I have not received comments or approval from this agency. Please contact VDOT directly
to coordinate their review of your project. Please contact Joel DeNunzio at 293 -0011 Ext. 120.
