RE: SDP 2003-W- Marshall Property Prelindnary Site Ptan
Dear Ms. Biggins.
At it's November 4, 2003 meeting the Planning Commission granted approval of your request for the
following waivers: Disturbance of Critical Slopes [4.2.5] and Disturbance of the buffer [21.7.3] for the above -
mentioned development.
With the approval of the Zoning Map Amendment and the Special Use Pertrut on December 10, 2003 the
Department of Planning and Community Development hereby grants administrative approval to the above -
referenced preliminary site plan.
The approval of the preliminary site plan is valid for (1) one year in accordance with Zoning Ordinance
Section 32.4.3.1. Therefore, the preliminary approval shall expire January 8, 2005. If the preliminary site
plan approval expires, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to
the Department of Planning and Community Development, This letter must be submitted with the tentative
plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan
will be denied. A submission and review schedule is attached for your information.
The Erosion and Sedim:nt Control Phut and the BMP Stormwater Management Plan„ ,witb the associated
applications and fees, may also be submitted with the eight (8) tentative Plans. Failure to do so will result in a
separate application to be fi led with the Engineering Department at a later date.
After the initial tentative plan submittal, each departmentlagency will contact you to discuss any remaining
conditions. After all aforementioned department/agencies have granted a tentative approval, you may submit
the final mylars (2 sets), one blueprint copy, final site plan application, final site plan fee, and a copy of all
written tentative approvals to the Department of Planning and Community Development. Signing of the plans
will occur within one week once it is determined that the final site plan mylars reflect all tentative approvals.
The final site plan will be subject to all final site plan requirements ('Zoning Ordinance Section 32.6), in
addition to the following conditions.

HC districts are; hereby created and may hereafter be established by amendment to the zoning map
to permit development of commercial establishments, other than shopping centers, primarily
oriented to highway locations rather than to central business concentrations. R is intended that HC
districts be established on major highways within the urban area and communities in the

EROSION & SEDIMENT CONTROL NARRATIVE
I. PROJECT DESCRIPTION:
THIS PROJECT WILL PROVIDE ADDITIONAL SURFACE PARKING FOR THE EXISTING AUTOMOTIVE REPAIR FACILITY.
THE PROJECT INCLUDES GRADING AND INSTALLATION OF BITUMINOUS CONCRETE TRAVEL WAYS AND PARK BAYS
AND UNDERGROUND STORMWATER MANAGEMENT FACILITIES. THE DISTURBED AREA IS 1.34 AC.
II. EXISTING SITE CONDITIONS:
THE SITE IS LOCATED ON AIRPORT ROAD (S.R. 649) APPROXIMATELY 1000 FEET WEST OF THE INTERSECTION WITH
U.S. ROUTE 29. THE SITE IS CURRENTLY OCCUPIED BY A SINGLE FAMILY DWELLING UNIT (TO BE DEMOLISHED) AND
IS GRASSED OPEN SPACE WITH SEVERAL MATURE INDIVIDUAL OAK, PINE, CEDAR AND MAPLE TREES ALONG THE
PROPERTY PERIMETER AND SEVERAL ORNAMENTAL INDIVIDUAL TREES AT THE SITE INTERIOR.
(SEE SHEET 4 EXISTING CONDITIONS AND DEMOLITION PLAN). THE SITE SLOPES IN GENERAL FROM NORTH TO
SOUTH AND NORTH TO WEST AT APPROXIMATE 10-15/ WITH SOME SLOPES EXCEEDING 25X.
(SEE SHEET 4 FOR LOCATION).
III. ADJACENT PROPERTIES:
THE SITE IS BOUNDED ON THE NORTHEAST AND NORTHWEST BY RESIDENTIAL PROPERTIES, TO THE SOUTHWEST BY
AIRPORT ROAD AND TO THE SOUTHEAST BY AN EXISTING AUTOMOTIVE REPAIR FACILITY. EXISTING SURFACE
DRAINAGE IS DIRECTED SOUTHERLY TO THE EXISTING AUTOMOTIVE FACILITY AS WELL AS SOUTHWESTERLY TO
THE AIRPORT ROAD RIGHT-OF-WAY.
IV, OFF -SITE AREAS
THERE WILL BE DISTURBANCE OF OFF -SITE AREAS AS PART OF THESE PLAINS (TMP 32-40 AND TMP 32-20F). IT
SHOULD BE NOTED THAT THESE PARCELS ARE ALSO OWNED BY THE APPLICANT. THE APPROPRIATE EASEMENTS
ARE SHOWN ON SHEET 6.
V. SOILS
ACCORDING TO USDA SCS SOILS MAPPING, THE PROJECT SITE LIES ON SOILS 27B&C - ELIOAK LOAM AND
47C LOUISBURG SANDY LOAM.
- 27 B&C ELIOAK LOAM, 7 TO 15 PERCENT SLOPES.
THIS SOIL IS VERY DEEP AND WELL DRAINED. IT IS ON STRONGLY SLOPING RIDGETOPS AND SIDE SLOPES.
THE PERMEABILITY OF THIS SOIL (0.6-2.0 IN/HR) IS MODERATE. DEPTH TO BEDROCK ARE MORE THAN 60 INCHES.
THE SURFACE LAYER AND SUBSOIL ARE VERY STRONGLY ACID THROUGH! MODERATELY ACID. SURFACE RUNOFF
IS MEDIUM. POTENTIAL FROST ACTION AND SHRINK -SWELL POTENTIAL ARE MODERATE.
THE EROSION HAZARD IS MODERATE IN AREAS WITHOUT ADEQUATE COVER.
SLOPE, LOW STRENGTH, THE CLAYEY SUBSOIL, PERMEABILITY, AND THE SIHRINK-SWELL POTENTIAL, LIMIT THE
SOIL FOR BUILDING SITE DEVELOPMENT. THE EROSION FACTOR K IS 0.32.
- 47C-LOUISBURG SANDY LOAM, 7 TO 15 PERCENT.
THIS DEEP, STRONGLY SLOPING, WELL DRAINED TO EXCESSIVELY DRAINED SOIL IS ON CONVEX RIDGETOPS, ON
POINTS OF RIDGES, AND ON SIDE SLOPES.
PERMEABILITY IS RAPID, AT 6-20 IN/HR. SURFACE RUNOFF IS RAPID. THE HAZARD OF EROSION IS SEVERE,
BEDROCK IS GENERALLY AT A DEPTH OF MORE THAN 48 INCHES. THIS SOIL IS STRONGLY ACID.
X. EROSION AND SEDIMENT CONTROL MEASURES
ALL VEGETATIVE AND STRUCTURAL EROSION AND SEDIMENT CONTROL PRACTICES SHALL BE CONSTRUCTED
AND MAINTAINED BY THE CONTRACTOR IN ACCORDANCE WITH THE LATEST EDITION OF THE VIRGINIA EROSION
AND SEDIMENT CONTROL HANDBOOK. SYMBOLS, DETAILS, AND DIMENSIONS USED ARE TAKEN FROM THE HANDBOOK,
AS WELL AS THE VIRGINIA DEPARTMENT OF TRANSPORTATION'S ROAD AND BRIDGE STANDARDS, VOLUME 1, 2001.
A. STRUCTURAL PRACTICES:
1. TEMPORARY CONSTRUCTION ENTRANCE (CE), 3.02: TEMPORARY CONSTRUCTION ENTRANCES SHALL BE PAVED IN
ACCORDANCE WITH ALBEMARLE COUNTY REQUIREMENTS. A MINIMUM WATER TAP OF 1'' MUST BE INSTALLED WITH
A MINIMUM 1'' BALLCOCK SHUTOFF VALVE SUPPLYING A WASH HOSE WITH A DIAMETER OF 1.5" FOR ADEQUATE
CONSTANT PRESSURE, WASH WATER MUST BE CARRIED AWAY FROM THE ENTRANCE TO AN APPROVED SETTLING
AREA TO REMOVE SEDIMENT. ALL SEDIMENT SHALL BE PREVENTED FROM ENTERING STORM DRAINS, DITCHES OR
WATERCOURSES.
2. SILT FENCE (SF), 3.05: SILT FENCE BARRIERS SHALL BE INSTALLED DOWN SLOPE OF AREAS WITH
MINIMAL GRADES TO FILTER RUNOFF FROM SHEET FLOW AS INDICATED ON THE ATTACHED SITE PLAN.
3. STORM DRAIN INLET PROTECTION (IP), 3.07: STORM DRAIN INLET PROTECTION SHALL BE PROVIDED FOR
INLETS AS SHOWN ON THE PLANS.
4. TEMPORARY DIVERSION DIKE (DID), 3.09: TEMPORARY DIVERSION DIKES SHALL BE PROVIDED AS SHOWN OR
AS NEEDED TO DIVERT OFF -SITE CLEAR WATER AROUND THE WORK SITE AS WELL AS TO DIRECT SEDIMENT
LADEN WATERS INTO THE TEMPORARY SEDIMENT TRAP.
5. SOIL STABILIZATION BLANKETS AND MATTING (B/M)1, 3.36: PROVIDE SOIL STABILIZATION BLANKETS AND MATTING
AS SHOWN ON THE PLANS. IN AREAS WHERE SEEDING OR HYDROSEEDING OF SLOPES ARE UNSUCCESSFUL,
PROVIDE EC-2 BLANKETS AND OVERSEED.
6. DUST CONTROL (DC), 3.39: PROVIDE DUST CONTROL IN AREAS SUBJECT TO SURFACE AND AIR MOVEMENT OF

B. VEGETATIVE PRACTICES:
1. TOPSOILING & STOCKPILING (TO), 3.30: TOPSOIL WILL BE STRIPPED FROM AREAS TO BE GRADED AND STOCKPILED FOR LATER USE.

4. MULCHING (MU), 3.35: ALL TEMPORARY AND PERMANENT SEEDING SHALL BE STRAW MULCHED.
MS-17. CONSTRUCTION ACCESS ROUTES
WHERE CONSTRUCTION VEHICLE ACCESS ROUTES INTERSECT PAVED OR PUBLIC ROADS, PROVISIONS SHALL BE MADE TO MINIMIZE
THE TRANSPORT OF SEDIMENT BY VEHICULAR TRACKING ONTO THE PAVED SURFACE. WHERE SEDIMENT IS TRANSPORTED ONTO A
PAVED OR PUBLIC ROAD, THE ROAD SURFACE SHALL BE CLEANED THROUGHLY AT THE END OF EACH DAY. SEDIMENT SHALL BE
REMOVED BY SHOVELING OR SWEEPING AND TRANSPORTED TO A SEDIMENT DISPOSAL AREA. STREET WASHING SHALL BE ALLOWED
ONLY AFTER SEDIMENT IS REMOVED IN THIS MANNER. THIS PROVISION SHALL APPLY TO INDIVIDUAL DEVELOPMENT LOTS AS WELL AS
TO LARGER LAND -DISTURBING ACTIVITIES.
MS-18. TEMPORARY E&S CONTROL MEASURE REMOVAL:
ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES SHALLS BE REMOVED WITHIN 30 DAYS AFTER FINAL SITE STABILIZATION
OR AFTER TEMPORARY MEASURES ARE NO LONGER NEEDED, UNLESS OTHERWISE AUTHORIZED BY THE LOCAL E&S AUTHORITY.
TRAPPED SEDIMENT AND THE DISTURBED SOIL AREAS RESULTING FROM THE DISPOSITION OF TEMPORARY MEASURES SHALL BE
PERMANENTLY STABILIZED TO PREVENT FURTHER EROSION AND SEDIMENTATION,
MS-19. ADEQUACY OF RECEIVING CHANNELS:
PROPERTIES AND WATERWAYS DOWNSTREAM FROM THE DEVELOPMENT SITE SHALL BE PROTECTED FROM SEDIMENT DEPOSITION,
EROSION AND DAMAGE DUE TO INCREASES IN VOLUME, VELOCITY AND PEAK FLOW RATES OF STORM WATER RUNOFF FOR THE
STATED FREQUENCY STORM OF 24-HOUR DURATION.
D. MAINTENANCE: ALL EROSION AND SEDIMENT CONTROL STRUCTURES AND SYSTEMS SHALL BE MAINTAINED, INSPECTED, AND REPAIRED
AS NEEDED TO INSURE CONTINUED PERFORMANCE OF THEIR INTENDED FUNCTION, ALL EROSION AND SEDIMENT CONTROL MEASURES
SHALL BE CHECKED AT THE END OF EACH DAY AND AFTER EVERY RAINFALL EVENT.
1. DAMAGE TO EROSION CONTROL MEASURES CAUSED BY CONSTRUCTION TRAFFIC OR OTHER ACTIVITY SHALL BE REPAIRED BEFORE
THE END OF EACH WORKING DAY.
2. MAINTAIN ALL SEEDED AREAS UNTIL A UNIFORM STAND IS ACCEPTED.
3. PROVIDE FOR EQUIPMENT WASHING AS NEEDED TO PREVENT THE TRANSPORT OF SOIL ONTO EXISTING ASPHALT ROADWAYS,
4. BOTH TEMPORARY AND PERMANENT ROADS AND PARKING AREAS MAY REQUIRE PERIODIC TOP DRESSING WITH NEW GRAVEL.
5. SILT FENCE BARRIERS WILL BE CHECKED DAILY FOR UNDERMINING OR DETERIORATION OF THE FABRIC. SEDIMENT SHALL BE
REMOVED WHEN THE LEVEL REACHES HALF WAY TO THE TOP OF THE BARRIER.
6. SEDIMENT SHALL BE REMOVED FROM AROUND THE INLET PROTECTION TRAP STRUCTURE AND TEMPORARY SEDIMENT TRAP
AND RESTORED TO ITS ORIGINAL DIMENSIONS WHEN THE SEDIMENT HAS ACCUMULATED TO ONE-HALF THE DESIGN DEPTH OF
THE TRAP. THE TRAP STRUCTURES SHALL BE REMOVED AND THE AREA STABILIZED WHEN THE REMAINING DRAINAGE AREA HAS
BEEN PROPERLY STABILIZED.
7. TEMPORARY DIVERSION DIKES SHALL BE INSPECTED REGULARLY AND REPAIRS MADE IF NEEDED.
8. SEDIMENT ACCUMULATED WITHIN DIVERSIONS SHALL BE REMOVED FROM THE CHANNEL AND REPAIRS MADE AS NECESSARY.
9. ALL SOIL STABILIZATION BLANKETS AND MATTING SHALL BE INSPECTED AFTER RAINSTORMS TO CHECK FOR EROSION AND
UNDERMINING. IF WASHOUT OR BREAKAGE OCCURS, REINSTALL THE MATERIAL AFTER REPAIRING DAMAGE TO THE SLOPE OR DITCH.

1. SAND FILTER(S) AND APPURTENANCES SHA',LL BE MAINTAINED IN GOOD WORKING CONDITION ACCEPTABLE TO THE COUNTY.
A 2. THE SAND FILTER(S) AND APPURTENANCES SHALL BE PRIVATELY OWNED AND MAINTAINED.
3. THE LANDOWNER SHALL ENTER INTO AN AGREEMENT WITH A RESPONSIBLE THIRD PARTY TO CLEAN THE SAND FILTER(S) IN ACCORDANCE WITH

A) THE WATER LEVEL IN THE FILTER CHAMBER SHALL BE MONITORED BY THE OWNER ON A QUARTERLY BASIS AND AFTER EVERY LARGE STORM
FOR THE FIRST YEAR AFTER COMPLETION OF CONSTRUCTION AND A LOG SHALL BE MAINTAINED OF THE RESULTS INDICATING THE RATE OF
DEWATERING AFTER EACH STORM AND 7HE WATER DEPTH FOR EACH OBSERVATION. ONCE COUNTY STAFF INDICATES THAT SATISFACTORY
PERFORMANCE OF THE STRUCTURE HAS BEEN DEMONSTRATED, THE MONITORING SCHEDULE CAN BE REDUCED TO A SEMIANNUAL BASIS.
B) THE SAND FILTER(S) SHALL BE INSPECTED SEMIANNUALLY BY A REPRESENTATIVE OF THE OWNER AND THE MAINTENANCE OPERATOR.
C) THE SEDIMENT CHAMBER MUST BE PUMPED OUT AFTER EACH SEMIANNUAL INSPECTION. IF THE CHAMBER CONTAINS AN OIL SKIM, IT
SHOULD BE REMOVED BY A FIRM SPECIALIZING IN OIL RECOVERY AND RECYCLING. THE REMAINING MATERIAL MAY THEN BE REMOVED BY
VACUUM PUMP AND DISPOSED OF IN AN APPROPRIATE LANDFILL, AFTER EACH CLEANING, REFILL THE FIRST CHAMBER TO A DEPTH OF
THREE FEET WITH CLEAN WATER TO REESTABLISH THE WATER SEALS.
D) WHEN THE FILTER WILL NO LONGER DRAW DOWN WITHIN THE REQUIRED 40-HOUR PERIOD, THE TOP LAYER OF FILTER CLOTH AND BALLAST
GRAVEL MUST BE REMOVED AND REPLACED WITH NEW MATERIALS CONFORMING TO THE MOST CURRENT SPECIFICATIONS. ANY DISCOLORED OR
SEDIMENT CONTAMINATED SAND SHALL ALSO BE REMOVED AND REPLACED WITH NEW MATERIAL MEETING THE MOST CURRENT SPECIFICATIONS.
E) MONITORING MANHOLES, FLUMES, AND OTHER FACILI-IES SHALL BE KEPT CLEAN AND READY FOR USE.
4. THE LANDOWNER SHALL MAINTAIN A COPY OF A VALID CURRENT AGREEMENT ON FILE WITH ALBEMARLE COUNTY AT ALL TIMES.
