Dear Mr. Wardell:
I have reviewed the revised ARB submittal for the above - referenced application, which included drawings L1.1
through L1.13 with revision date of 7/14/2008. 1 have the following comments:
Comment #3 in our May 30, 2008 action letter reads: "Provide complete proposed grading. Show tree
lines to remain. Show tree protection fencing. Ensure that existing trees to remain are drawn at actual
size. Revise proposed grading to avoid the drip line of trees to remain." Tree protection is not shown.
Grading still does not appear to complete in the area north of the proposed LTACH building, and I have
learned from other reviewers that a revised design for the utility area wall on the north side of the LTACH
building shows the wall at 20' high.
• Show tree protection on the grading and landscape plans.
• Clarify and complete the proposed grading on the north side of the LTACH building. Provide
architectural elevations for the LTACH building that show the utility area walls. Reduce the height of
the walls to that which is necessary for screening. Ensure that the utility area walls are coordinated
with the architecture of the overall building.
• Show proposed grading and tree removal associated with the new sewer line proposed at the north
side of the site.
2. Comment #4 in our May 30, 2008 action letter required information on parking spaces. No information has
been submitted.
• Provide information on the plan regarding the number of proposed and required parking spaces.
3. The landscape plan includes shrubs along the EC side of the Sieg parking lot. They are identified as
European Hornbeam, Fagus Sylvatica. The Fagus Sylvatica is a European Beech, and both plants appear
to be trees — not shrubs.
• Correct and clarify the plant list regarding the European Hornbeam, Fagus Sylvatica.
4. Comment #12 in our May 30, 2008 action letter required "revisions to provide trees along the eastside of
the LTACH building outside of utilities and easements ". There still appears to be a water easement
adjacent to the east side of the proposed LTACH building and trees and shrubs are proposed within the
easement.
• Revise the plan to provide trees along the east side of the LTACH building outside of utilities and
easements.
5. The cut sheet for the ELA fixture does not include a diagram indicating that it is a full cutoff fixture. The
diagram is required to determine that the fixture meets ordinance requirements. A note in the luminaire
schedule indicates that the pole for the OA -1 fixture has a "UVA seal ".
• Provide a diagram for the ELA fixture that shows it is a full cutoff fixture.
• Clarify what the "UVA seal" for the OA -1 light fixture is. What does it look like? How big is it? Where
would it be located? What is its purpose?
6. Comment #19 from our May 30, 2008 action letter indicated that the height of the lights in the Sieg parking
lot should not exceed the height of the Sieg building. The height of the Sieg building was not provided for
comparison.
• Provide the height of the Sieg building.
7. Comment #20 in our May 30, 2008 action letter stated: "Include the following note on the site plan: Each
outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff
luminaire. The spillover of lighting from luminaires onto public roads and property in residential or rural
areas zoning districts shall not exceed one -half footcandle." The note does not appear on the plan.
• Include the following note on the site plan: "Each outdoor luminaire equipped with a lamp that emits

8. No light fixtures are proposed at the LTACH building.
• Confirm that no light fixtures are proposed at the LTACH building or provide for review a revised
lighting plan that includes complete information on proposed lighting.
9. The plans include the Moser Radiation Therapy building site, and the Moser site and building design are
not up -to -date.
• Revise the site plan to include the approved Moser design, or include a note on the plan that
references the appropriate site plan number for changes to the Moser site.
10. Building materials and details were discussed and approved by the ARB in two work sessions. The
architectural elevations do not reference all materials /colors.
• Provide a current set of architectural elevations. Include a materials schedule identifying all approved
materials /colors.
Please provide:
1. Two full sets of revised drawings addressing each of the bulleted comments listed above. Include
updated ARB revision dates on each drawing and an ARB approval signature panel.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting
the changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staff's review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.
