CONTEXTNISIBILITY The subject parcel is one acre in size and located in the northwest corner of the intersection of Hydraulic Road (EC) and Georgetown Road. The front (east) half of the site (closest to Hydraulic Road) is relatively flat and open (grass), while the rear (west) half of the site is wooded with steep slopes down to the adjoining parcels to the rear (west). The parcel is adjoined to the north by a developed site containing a one story building with a rear walkout, to the west by a townhouse development (Georgetown Green), and to the southwest by a single family residential parcel. A one story office building is located on the opposite (east) side of Hydraulic Road, while a high density apartment complex (Westgate) is located on the opposite (south) side of Georgetown Road. The optional handicap lift, previously shown adjacent to the northernmost building entrance in the front (north) elevation, has been removed. The proposed widening of the existing sidewalk in the right -of -way has been removed. Building Issue: Elevation Line Drawings /Cornice/Entrances Comments: In the previous review of this proposal, the applicant was asked For each elevation visible from the EC, provide line drawings of each elevation head -on. Provide the drawings with and without landscaping and other site features. Coordinate cornice details with elevations of tower. Balance the hierarchy of the entrances so that the tower door detailing is dominant or equal. Sheet A3 Elevations, provided with this submission, contains line drawings (without landscaping) of the east (front) elevation. Sheet A3a contains the same line drawings with landscaping. Sheet A4 Elevations /Sections/Details contains a line drawing of the south (side) elevation and an elevation of the tower. Sheet A6 Elevations /Sections/Details contains line drawings of the ARB 11/3/2008 Hydraulic at Georgetown, Final - Page -2 north (side) elevation without landscaping. Sheet A5 Elevations contains line drawings of the north and south (side) elevations with landscaping. The line drawings provided show an appropriate balance and spacing of landscaping with building, as viewed from the Corridor. The drawings are reflective of a coordinated design that observes Entrance Corridor guidelines. The tower door surround has been modified to the same design used at the other entrances. Recommendations: None. Issue: Cast Stone Mortar/Brick Mortar Comments: In the previous review of this proposal (concerning the mortar for the cast stone), the applicant was asked Revise the mortar color to a warmer shade of buff. Provide mortar sample for cast stone. Indicate the mortar colors on the drawings. The applicant's memo accompanying this submission states that cast stone mortar White Oak C -380 was provided with the previous submission. A photograph of the mortar was provided with the previous submission, not a real life sample; however, staff has located a sample of the mortar from the County inventory of materials. The applicant did provide a real life sample of the brick mortar Almond C -73. Earlier submissions of this proposal have indicated that the brick is to be Lawrenceville Brick "Monticello". This mortar color is an appropriate match for that brick; however, the drawings in this submission do not indicate which brick is proposed for the elevations. Recommendations: Revise the mortar color for the cast stone to a warmer shade of buff. Revise the building elevation drawings to clearly indicate the use of Lawrenceville Brick "Monticello" for the building fagade. Site Issue: Parking Setback Line Comments: In the previous review of this application, the applicant was asked to Revise Sheet C -2 Existing Conditions and Preliminary Site Plan to clearly show the 10' parking setback line from the right -of -way. Sheet C -2 Existing Conditions and Final Site Plan, included with this submission, shows the 10' parking setback on the Existing Conditions drawing but not on the Final Site Plan drawing. The reason for showing it on the Final Site Plan is to provide evidence that the required setback is being observed in the proposed parking layout. Recommendations: Revise the Final Site Plan drawing on Sheet C -2 Existing Conditions and Final Site Plan to show the 10' parking setback. Issue: Plaza/Sidewalk/Surface Comments: In the previous review of this application, the applicant was asked to Provide a sample of the color proposed for the stamped concrete surface proposed for the widened sidewalk in front (east) of the main entrance at the corner tower. Provide detailing (score patterns, integration of materials) for entire sidewalk, plaza and planting areas. Consider the proportion of hardscape to planting areas to provide relief from the sea of concrete. As mentioned earlier in this report, the proposed widening of the existing sidewalk is no longer included in this proposal. The additional planting area provides a more appropriate balance between hardscape and green space, as viewed from the Corridor. The concrete material, previously proposed for the plaza in front of the tower and the sidewalk/steps leading to the other 3 building entrances, has been replaced with brick to match the brick proposed for the building. The applicant is also proposing a 2' wide concrete band #3306 Canvas (sample provided), joints every 3', along the perimeter of the brick plaza. The earth tone color of the brick sidewalks will help to further mitigate the impacts created by the high ratio of hardscape to open space for the overall project, as viewed from the Corridor. Recommendations: None. ARB 11/3/2008 Hydraulic at Georgetown, Final - Page -3 Issue: Rooftop and Ground Level HVAC/Visibility Comments: During the previous review, the applicant was asked to Revise Sheet SK 5 Roof Plan/HVAC by labeling the elevation of the HVAC sunken platform and the surrounding top of wall elevation proposed at the north and south ends of the building. Confirm materials for retaining wall of both HVAC and exterior exit terrace, and confirm design and extent of railings. Revise the drawings by providing the height dimension for the HVAC units. Provide a building section showing the rooftop HVAC units in relation to the roofline that screens them from view. Include height dimensions for the units and the roofline demonstrating their lack of visibility. Sheets A4 and A6 Elevations /Sections/Details show 3 -1/2' tall HVAC units, on a concrete pad adjacent to each side elevation, surrounded by a 7' tall retaining wall of Eagle Bay Diamond Pro concrete blocks, Blue Ridge Range (sample provided). The concrete pads are 6" higher in grade than the adjoining parking lot. Railings are no longer proposed in this area. With adequate landscaping adjacent to the retaining walls, the HVAC units would not be visible from the Corridor. The adequacy of such landscaping, as shown on Sheet C -3 Preliminary Landscape Plan, cannot be determined due to the inadequate labeling of proposed plant materials. The site plan Cover Sheet contains a drawing Key Plan/Roof Plan showing the location of 4 HVAC rooftop units in the area immediately west of the tower. Sheet A7 Section/Details contains a building section of the area where these units are located. This drawing demonstrates that views, from the Corridor, of the HVAC units, 3 —'/2' tall each, are blocked by the roof. Recommendations: See "Landscape Plan" recommendations below. Issue: Redi -Rock Retaining Wall/North Edge of Parking Area Comments: During the previous review, the applicant was asked to Revise Sheet C -2 Existing Conditions and Preliminary Site Plan to indicate the brand color of the Redi -Rock retaining wall system proposed adjacent to the northwest and southwest corners of the parking area, and the color and type of retaining wall system proposed adjacent to the north and south ends of the building. Provide a real life sample of the Redi -Rock color Essence. Revise the Redi -Rock detail on Sheet C -3 Preliminary Landscape Plan to show the dimensions of the proposed block. Provide a site section demonstrating the visibility of the Redi -Rock retaining wall adjacent to the north edge of the parking area. Sheet C -2 Existing Conditions and Final Site Plan indicates that the Essence of Rock Redi -Rock retaining wall block is proposed for the walls in the northwest and southwest corners of the parking lot. A real life sample was presented by the applicant, and approved by the Board, at the previous review. Sheet A5 Elevation/Section contains a site section of the retaining wall at the north end of the parking lot. The drawing is a view of the south (parking lot) side of the wall, demonstrating its high visibility from the Corridor. The drawing indicates that the blocks below the parking lot level (providing the retaining function) will be larger 41 "x 46" x 18" blocks while those above the parking lot level, and most visible from the Corridor, will be smaller 24" x 46" x 18" blocks. The smaller blocks have a scale that is appropriate with the other site elements, as viewed from the Corridor. Views from the Corridor of the north side of the wall, where the larger blocks are exposed, are expected to be mitigated by the close proximity of the adjacent OFM commercial building to the north. Sheet C -3 Preliminary Landscape Plan indicates that the Eagle Bay Diamond Pro retaining wall block Blue Ridge Range (color) is proposed for the walls around the HVAC units at the north and south ends of the building. A sample of this block was reviewed and approved during the previous review. Visibility of these walls is expected to be very limited due to their location. Recommendations: None. Landscape ARB 11/3/2008 Hydraulic at Georgetown, Final - Page -4 Issue: Ginkgo Biloba "Princeton Sentry" Tree /Overhead Electric Comments: In the previous review of this application, the applicant was asked to Revise Sheet C -3 Landscape Plan by showing an alternate species for the Ginkgo Biloba "Princeton Sentry ", currently shown at the southeast corner of the building. The mature height of the alternate species shall be a minimum of 5' below that of the existing overheadpower line. Revise Sheet C -3 to indicate the existing height of the overheadpower line and the mature height of the alternate tree species. Sheet C -3 Preliminary Landscape Plan, provided with this submission, indicates that the mature height of the Ginkgo Biloba "Princeton Sentry" is 50' to 65' with a spread of 15' — 20'. The tree habit is columnar. The drawing also indicates that the existing overhead electric utility is 18 -1 /z' above the ground. The applicant's memo, accompanying this submission, states that Fred Collier, Senior Right -of -Way Agent with Domion Power, has reviewed this proposal and indicated that the tree is not in violation of the easement due to its growth habit and the location of its trunk outside of the easement boundary. Recommendations: None. Issue: Zelkova Serrata Tree/Conflict With Underground Storm Pipe Comments: Sheet C -3 Preliminary Site Plan shows a Zelkova Serrata "Green Vase" tree in the rear parking lot island, west of the building tower. The drawing also shows a proposed storm pipe directly underneath the island. The Zelkova is a medium to large tree whose root system would conflict with the storm pipe below. Recommendations: Revise Sheet C -3 Preliminary Site Plan by relocating the proposed storm pipe and its associated easement, currently shown beneath the rear parking island west of the building tower, so as to avoid conflicts with the Zelkova Serrata "Green Vase" tree proposed in the island. Issue: Tree Conservation Checklist Comments: The applicant's letter accompanying this submission states that the Tree Conservation Checklist was not included with this submission because the proposed sediment trap measure would interfere with the preservation of some of the existing trees tagged for saving. The applicant has indicated that meetings are scheduled with County staff to resolve this issue. Recommendations: Revise Sheet C5 Erosion Control Plan by relocating the proposed silt trap to avoid the removal of existing trees designated to remain. Include a signed Tree Conservation Checklist on the Landscape and Erosion Control Plans. Issue: Landscape Plan/Insufficient Labeling/Plan Title Comments: Sheet C -3 is titled Preliminary Landscape Plan; however, the plan is a Final Landscape Plan. During the previous review, the applicant was asked to Revise Sheet C -3 by clearly labeling all proposed plant materials. The labeling of proposed plant materials, as shown on Sheet C -3 Preliminary Landscape Plan, continues to be inadequate for identifying the species of each plant. Recommendations: Revise Sheet C -3 Preliminary Landscape Plan by identifying the drawing as a Final Landscape Plan. Revise the drawing by clearly labeling all proposed plant materials for type. Lighting Issue: Lighting Cutsheets/Poles Comments: In response to the request from the previous review, Revise Sheet C -4 Lighting Plan to include cut sheets of all proposed light fixtures and poles. Revise the luminaire schedule to indicate the finish and color proposed for fixtures and poles, the applicant provided individual (81/2 x11) cut sheets of all proposed lighting. ARB 11/3/2008 Hydraulic at Georgetown, Final - Page -5 Lighting cut sheets, illustrating the fixture and placement of the bulb, must be included in the full size set of drawings and not on smaller, separate sheets. Sheet C -4 Lighting Plan, provided with this submission, has been revised to include a luminaire schedule indicating the finish and color for all fixtures. Propose fixture colors, visible from the Corridor, are black or bronze and therefore appropriate. The schedule does not include finish and colors for light poles. The applicant is proposing 6 traditional post and lantern style fixtures, 12' tall, on the east side of the building and at the entrance to the parking lot. The fixture and post styles compliment the architecture and are appropriate for this proposal. Also proposed are 3 Lithonia MR2 full cutoff fixtures, 20' mounting height, in the parking lot north and west of the building. Their height, color and design will have an appropriate appearance, blending with the site. The 2 pole fixtures located west of (behind) the building will have limited visibility from the Corridor. Recommendations: Revise the lighting plan to include the proposed lighting cut sheets, illustrating the fixture and placement of the bulb, within the set of full size site plan/lighting plan drawings. Revise the luminaire schedule to include the finish and color of all proposed light poles. Signs Issue: Wall Signs Comments: In the previous review of this application, the applicant was asked to Revise the sign description sheet, dated June 20, 2008, to include the proposed pantone number for green letters. A medium to dark shade of green would be appropriate. Revise the sheet to correctly identify all the letter types as Individually Mounted Letters, not Channel Letters. Revise the sheet to indicate that graphic colors for logos, if any, shall be black, bronze, or green (approved pantone number to be referenced). Revise the building elevations by labeling the Dark Buff Limestone proposed for the sign panel above each of the four building entrances in the east, Hydraulic Road elevation. Provide a cut sheet of the proposed wall - mounted down light. Indicate the proposed finish /color; black or bronze is preferred. All lights exceeding 3, 000 lumens must be full cut off style fixtures. The revised sign description sheet, included with this submission, indicates that all proposed building signs are to be individually mounted letters, with all graphics and text (including trimcaps and returns) to be black. Sheet A3 Elevations, included with this submission, has been revised to identify each sign panel above a door entrance as Dark Buff Limestone. Black gooseneck style, wall mounted down lights are proposed above each of the 4 sign panels. The proposed fixture emits less than 3,000 lumens; therefore, it is not required to be a full cut off design. Revisions to the sign description sheet meet established guidelines for signs, and the proposed lighting for the wall signs will compliment the design of the sign and building. Recommendations: None. Issue: Monument Sign Comments: In the previous review of this application, the applicant was asked to Revise the sign description sheet, dated June 20, 2008, to include the proposed pantone number for green letters. A medium to dark shade of green would be appropriate. Revise the sheet to indicate that graphic colors shall be black, bronze, or green (approved pantone number to be referenced). Revise the sign description sheet to indicate if lighting is proposed. If it is, indicate the method of lighting. External, ground mounted lighting would be appropriate. Provide a cut sheet of the proposed fixture clearly indicating the proposed finish and color. All lighting exceeding 3,000 lumens must be in a full cut off style fixture. Provide brick detailing and side elevations. The revised sign description sheet, included with this submission, indicates that graphic and text colors are to be black. Sheet C -4 Lighting Plan, included with this submission, indicates that ground mounted compact fluorescent fixtures, 1 on each side of the monument, will illuminate the sign. The applicant's memo accompanying this submission states the fixture will be bronze; however, the luminaire schedule on Sheet C -4 ARB 11/3/2008 Hydraulic at Georgetown, Final - Page -6 indicates it will be black. The proposed fixture emits less than 3,000 lumens; therefore, it is not required to be a full cut off design. Sheet A6 Elevations /Sections /Details contains a front and side elevation of the monument sign /structure. The sign structure consists of a brick fagade, cast stone cap, and brick base /water table. The applicant's memo states that all materials are to match those approved for the building; however, this is not noted on the sign drawing Sheet A6. The size of the proposed text GEORGETOWN CORNER appears to be over scaled with the cast stone sign panel behind the text. In the current proposal, a minimum 2" border (scaled) is shown around the text. A 4" minimum border around the text would provide a more appropriate ratio of text to background. Recommendations: Revise the sign drawing on Sheet A6 Elevations /Sections/Details to indicate that the brick and cast stone materials will match those approved for the building. Revise the luminaire schedule on Sheet C- 4 Lighting Plan to indicate the ground mounted sign fixture FLD will be bronze in color. Revised the sign drawing to show a minimum 4" border, dimensioned on the drawing, between the outer edge of the text GEORGETOWN CORNER and the edge of the cast stone panel behind. SUMMARY OF RECOMMENDATIONS Staff recommends the following as the primary points of discussion: 1. The redesigned plaza and entry sidewalks east of the building. 2. The proposed light fixtures. Staff recommends approval of a Certificate of Appropriateness pending staff administrative approval of the following conditions: 1. Revise the mortar color for the cast stone to a warmer shade of buff. Revise the building elevation drawings to clearly indicate the use of Lawrenceville Brick "Monticello" for the building fagade. 2. Revise the Final Site Plan drawing on Sheet C -2 Existing Conditions and Final Site Plan to show the 10' parking setback. 3. Revise Sheet C -3 Preliminary Site Plan by relocating the proposed storm pipe and its associated easement, currently shown beneath the rear parking island west of the building tower, so as to avoid conflicts with the Zelkova Serrata "Green Vase" tree proposed in the island. 4. Revise Sheet C5 Erosion Control Plan by relocating the proposed silt trap to avoid the removal of existing trees designated to remain. Include a signed Tree Conservation Checklist on the Landscape and Erosion Control Plans. 5. Revise Sheet C -3 Preliminary Landscape Plan by identifying the drawing as a Final Landscape Plan. Revise the drawing by clearly labeling all proposed plant materials for type. 6. Revise the lighting plan to include the proposed lighting cut sheets, illustrating the fixture and placement of the bulb, within the set of full size site plan/lighting plan drawings. Revise the luminaire schedule to include the finish and color of all proposed light poles. 7. Revise the sign drawing on Sheet A6 Elevations /Sections /Details to indicate that the brick and cast stone materials will match those approved for the building. Revise the luminaire schedule on Sheet C -4 Lighting Plan to indicate the ground mounted sign fixture FLD will be bronze in color. The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. 1. Revise Sheet C -3 Landscape Plan by showing an alternate species for the Ginkgo Biloba "Princeton Sentry", currently shown at the southeast corner of the building. The mature height of the alternate species shall be a minimum of 5' below that of the existing overhead power line. Revise Sheet C -3 to indicate the existing height of the overhead power line and the mature height of the alternate tree species. 2. Revise Sheet C -2 Existing Conditions and Preliminary Site Plan to clearly show the 10' parking setback line from the right -of -way. Revise the parking schedule on Sheet C -1 Cover Sheetto include the 3 parking spaces that are required for the adjoining parcel to the north. 3. Revise Sheet C -2 Existing Conditions and Preliminary Site Plan to clearly show the location of all building setbacks, clearly labeled for the required distance from the boundary lines. 4. Revise Sheet C -3 Preliminary Landscape Plan to clearly show the limits of the water line easement adjacent to the Hydraulic Road right -of -way. 5. Revise Sheet C -3 Preliminary Landscape Plan to show a total of five trees, 2.5" caliper minimum, in interior parking lot islands. 6. Revise Sheet C -4 Lighting Plan to include cut sheets of all proposed light fixtures and poles. Revise the luminaire schedule to indicate the finish and color proposed for fixtures and poles. 7. Concerning the wall signs, revise the sign description sheet, dated June 20, 2008, to include the proposed pantone number for green letters. A medium to dark shade of green would be appropriate. Revise the sheet to correctly identify all the letter types as Individually Mounted Letters, not Channel Letters. Confirm materials for retaining wall of both HVAC and exterior exit terrace, and confirm design and extent of railings. Revise the drawings by providing the height dimension for the HVAC units. Provide a building section showing the rooftop HVAC units in relation to the roofline that screens them from view. Include height dimensions for the units and the roofline demonstrating their lack of visibility. 12. Revise Sheet C -3 Preliminary Landscape Plan and Sheet SK 5 Roof Plan /HVAC so the planting design, adjacent to the north and south ends of the building, corresponds on both sheets. Revise the planting design to eliminate conflicts with proposed sidewalks, walls, and other site improvements. Revise Sheet C -3 by clearly labeling all proposed plant materials. 13. Revise Sheet C -2 Existing Conditions and Preliminary Site Plan to indicate the brand color of the Redi- Rock retaining wall system proposed adjacent to the northwest and southwest corners of the parking area, and the color and type of retaining wall system proposed adjacent to the north and south ends of the building. Provide a real life sample of the Redi -Rock color Essence. Revise the Redi -Rock detail on Sheet C -3 Preliminary Landscape Plan to show the dimensions of the proposed block. Provide a site section demonstrating the visibility of the Redi -Rock retaining wall adjacent to the north edge of the parking area. 14. Revise Sheet C -2 Existing Conditions and Preliminary Site Plan and Sheet C -3 Preliminary Landscape Plan to show the retaining wall, sunken platform with HVAC units, and the raised platform for emergency exit adjacent to the south and north ends of the building. Provide a detail, including color, of the raised platform and wall railing. Black would be an appropriate color. 15. For each elevation visible from the EC, provide line drawings of each elevation head -on. Provide the drawings with and without landscaping and other site features. Coordinate cornice details with elevations of tower. Balance the hierarchy of the entrances so that the tower door detailing is dominant or equal. 16. Revise the mortar color to a warmer shade of buff. Provide mortar sample for cast stone. Indicate the mortar colors on the drawings. 17. Provide detail on the stair and railing at the north unit's door. You may submit your application for continued ARB review at your earliest convenience.
