With this email the County is approving your request to develop in a stream buffer (application #WPO200800092) and all engineering concerns have been addressed on your subdivision plat (application #SUB200800116). When building permits are requested on these sites, the County will require a Critical Resources Plan (please see the attached Notice). Upon submitting the CRP, please note that the stream buffer disturbance was approved with the above application numbers. Thank you, Amy D. My husband met with them and they stated that all they were recommending was planting 90 fern type plants. Before I order these plants would you please let me know if this is accurate. A driveway has been installed to serve the two lots and crosses an intermittent stream. The crossing has been in place for several months at least, and is stabilized. The impact area of the driveway was measured in the field to be approximately 12,000 square feet. Using one option within the Albemarle County Design Standards Manual criteria, the mitigation for this area of impact would be to plant a total of 90 new plants within the buffer area (30 canopy trees, 30 understory trees, 30 shrubs or groundcover plants). The existing conditions of the buffer were reviewed in the field and consist of a canopy layer of mature poplar and oaks. The understory layer is sparse, and there is no shrub layer. A thick layer of leaf litter stabilizes the majority of the forest floor, although some areas of sheet flow are evident from displaced debris. Since the canopy and understory layers are adequate within the existing buffer, I recommend that the 90 new plants be a combination of shrubs and groundcover plants, with the species to be selected at the landowner's discretion. There is adequate area within the buffer on the forest floor to accommodate these plantings. I have attached a listing of plants that could be helpful in selection. The property owners may also plant more sunlight tolerant species on the fill slopes of the actual stream crossing. These plantings would filter sheet flows down the slopes, and can also be attractive landscaping. I hope this information is helpful - please advise if I can be of further assistance.
