Subject: St. Anne's Belfield Preliminary Site Plan (SDP200800147)
The preliminary site plan has been reviewed. The following items will be adequately addressed prior to
preliminary approval.
1. Sheet CO.1 appears to have incomplete notes for the Cistern detail. Please check all notes for
completeness.
2. Storm pipes change in direction of flow (or deflection angle) will be 90 degrees or greater (flow
should not have to reverse direction) [Policy] deflection in manhole #17 appears to be tighter
than 90 degrees and should be corrected in a manner that does not create a possible reverse flow
situation.
3. Storm sewer access points will be 300' or less for 15" to 42" pipes. Please add a manhole between
MH #7 and MH #14C for inspection and maintenance of the system.
4. All existing streets with labeled pavement and right -of -way widths, route numbers and street
names
5. All proposed streets, with right -of -way and street names
6. Stationing at 50' minimum on all proposed streets, matching the street profile
7. Please add road centerline stationing to the plan view sections in a minimum 50' intervals.
8. Street edge of pavement or curb radii labeled at all intersections and turnarounds.
9. Please show and label all utility crossings on the profiles for verification of adequate placement
and separation.
10. The stations of intersections need to be shown and labeled with street names.
11. All entrances will show a VDOT designation (PE -1, CG -9A etc.)
12. Please show unobstructed sight distance lines at entrances per VDOT requirements.
13. All existing easements (access, drainage, sight, sanitary easements, etc.) with deed book
references, locations and dimensions [18- 32.6.6, 14 -302]
14. Curbing on all parking areas and travelways with VDOT designations (CG -2, CG -6)
15. Loading and dumpster areas accessible at all times (not behind parking)
16. Minimum 3' width of curbed islands [Policy]
17. All edges of pavement labeled (where there is no curbing)
18. parking width x depth x aisle width is 9x18x24' or 10x18x20' (where a 2' grass overhang is
possible parking spaces can be 16' deep per detail 2)
19. Loading spaces are 12'x25' are required for site plans with a minimum aisle width of 24'.
20. Sidewalk abutting parking is 6' wide (exclusive of curb), or bumper blocks are provided (see
reference details)
21. Sidewalks are a minimum 5' wide, exclusive of curb
22. Dumpster pads are 10'x10' with 8' in front for wheel bearing (total 18' depth)
23. Drainage does not run across, through, or backwater in dumpster areas [18- 4.12.19]
24. Labels on all drainage structures provided (and should match the drainage computations and
profiles) several of the structures are not labeled the same on all sheets. Please check the
submittal for congruency.

Final plan approval will require all minimum checklist items adequately addressed. Please refer to the
Design Manual minimum checklist for additional items required for final approval before resubmittal.
25. Professional seal, signed and dated is required prior to final approval. [18- 32.6.1]
26. Please add the notes supplied in the County Design Manual for all applications shown on the
plans.
27. Please submit pavement design work sheets.
28. Pavement markings dimensioned and labeled
29. Signs for traffic control shown and labeled: speed limit on all streets, stop signs at all intersections
30. Street name signs at every intersection
31. Please label the beginnings and endings to the Guardrail according to centerline stationing for
bonding, installation, and inspection.
32. "Stormwater Maintenance Agreement" and fee required for final approval. [17 -304E]
33. VDOT approval is required for final approval.
34. Typical sections for proposed channels with locations referenced from the plan view sheets
35. Sidewalk detail or specification to be a minimum 4" stone base and 4" concrete of 3000psi at 28
days, or stronger. [specs are policy per 14 -422]
36. Dumpster pad detail or specification to be a minimum 4" stone base and 6" concrete of 3000psi at
28 days, or stronger, reinforced with a minimum grid of wire reinforcing or #4 bars at 12" on
center. [specs are policy]
This list does not include Water protection (E &SC, SWM) comments due to the level of changes requested
prior to preliminary approval.
