In order to reduce the confusion and to better coordinate the layers of review, please provide a) all
comments to both consultants and b) clarify with the site plan comments that this approval is subject to
the special permit approval. It would be clearer to provide the SP comments first because satisfying
them is a prerequisite to obtaining site plan approval.
Given how many different iterations of the plan we have received, it would be good if all comments
from consultants refer to the plan version and clarify the current stacking space waiver request. It is
also important that any revisions be sent to you as the Lead and Coordinator, so you can assure that
all reviewers have them and are reviewing the same plan.
Given the location of this proposed drive-through bank in Crozet as opposed to our urban area, I am
comfortable with a 20% reduction of stacking spaces from 5 to 4. 1 am certainly open to a reduction of
stacking spaces to only 3, provided sufficient justification is provided.
On September 19t", the applicant dropped off additional justification in the form of City/County Bank
Stacking Comparisons. This information seems to imply that the 5 stacking space requirement in the
Ordinance is excessive and/or unnecessary. What is missing is some type of narrative which explains
which sites compare to this one and how well they function with only 3 stacking spaces. It would be
helpful for the applicant to submit information from I.T.E. if possible (as recommended by the
Ordinance). In addition, we could benefit from a narrative to utilize the list which was submitted. That
narrative could explain which banks in the comparison list are comparable to the proposed bank in
size and locational context. It could further explain that these other larger banks on primary routes
with a higher traffic count are successfully served by only 3 stacking spaces.
I received a copy of an email dated September 26th from Sara Wingate to Dick Shank that appears to
have only come to me. This plan includes a revised plan which includes: "shifting the spaces facing
Rt 250 slightly to allow for a wider curve at the drive thru so additional stacking could be provided. The
2 spaces closest to the drive thru are now being proposed as employee only. The parking at the front
of the building has also been shifted, as the handicapped parking and ramp have been relocated. No
parking has been eliminated with the revised layout. The building has also shifted slightly further down
the site to further provide additional stacking room." That plan appears to show 4 stacking spaces.
Please ask the applicants to clarify the current plan and the current stacking waiver request (3 or 4
spaces). Please also inform the reviewers if the plan will be revised after the ARB review.
