HomeMy WebLinkAboutSUB200800135 Review Comments Groundwater Assessment 2008-10-02vIRGIN� County of Albemarle Department of Community Development Memorandum To: Summer Frederick From: Josh Rubinstein Division: Planning Date: 2 October 2008 Subject: SUB2008 -135 None of the comments made on my review of the Tier III Groundwater Assessment for the Preliminary Subdivision Application (SUB200700306) have been addressed. Below are those comments. The Tier III Groundwater Assessment done for the Faulkner Falls subdivision is thorough. A few changes and additions are requested below. 1) The section of the Albemarle County Code entitled Tier 3 assessments (Sec. 17 -403) states in subsection A that "The owner shall submit a groundwater management plan with the preliminary plat or site plan." In subsection (B), it states "The owner shall submit a final groundwater management plan that must be approved by the program authority prior to approval of the final plat or site plan." If the proposed best management practice section of the assessment is meant as a groundwater plan, it needs to be declared as such. 2) In section 5.1 of the assessment, 26 out of 28 acres are presented as available for recharge. Presumably, such a large area for recharge discounts only the impervious surfaces in the developer's plat. An estimate of impervious area that will be produced by the builders would give a more realistic figure for the recharge area. 3) In compliance with chapter I section 21) (2e) of the Albemarle County Design Standards Manual; the assessment should contain the well completion reports for the existing wells. 4) Subsection 2d of the above sited chapter of the Design Standards Manual also requires a "contingency plan if wells dry up or become contaminated ".
