The following comments must be adequately addressed on the preliminary site plan;
1. The drive - through windows for the bank and the pharmacy appear to require revision for final plan
approval. [18- 4.12.6, 18- 4.12.17]
a. Fast Food Restaurant: This drive- through appears satisfactory, with a 16' minimum width of
travelway to allow for bypass.
b. Bank: A bypass lane is required.
c. Pharmacy: A 16' minimum lane width to allow for bypass, adequate signage for one -way
circulation, and adequate stacking is required.
2. The VDOT basin, which is shown being enlarged with this revision, does not have an outlet on the
preliminary plan. The concern is with the width of required public drainage easements for this
pipe system if it is at a significant depth. In addition, the enlarged basin is over a sanitary sewer
line, which has not been permitted by ACSA in the past. [18- 32.5.61, DM1101]
3. The grading at the rear of the site along the access road still appears to be in the buffer. The
conceptual grading must be improved in these areas. [18- 32.5.6d] Some margin for error in
topographic information must be provided to stay out of the buffers, and provide erosion control
diversions along the perimeter.
4. Frontage improvements as required by VDOT should be shown on the preliminary site plan. [18-
32.7.2, 18- 32.7.31
The following comments are identified now because they may affect the site layout, but are not required to
be addressed until the final site plan is submitted.
5. The site layout does not provide the required 100' of sight distance in the parking areas and
travelways. Particular concerns are at the rear of the grocery store and attached buildings, and the
parking on a curve in the vicinity of the proposed VDOT replacement basin. [DM902A5, 18-
4.12.15d]
6. Curbed islands are required at the end of parking rows. [18- 4.12.15f]
7. Guardrail will be required where parking or travelways are placed atop steep slopes or retaining
walls. [DM605A]
8. The parking area and entrance road cannot drain to the Rt. 29 entrance. A continuance of the -2%
grade into a vertical curve, placing the low point inside the site, is needed. [18- 4.12.15b]
9. All parking grades and travelways adjacent to parking must be 5% grade or less. The center of the
site, and the areas around the fast food restaurant and bank need adjustment. [18- 4.12.15c]
10. If the site is to be subdivided, such as for the outparcels in the future, each parcel will be required
to have road frontage, which would require the pertinent travelways to meet private or public road
standards. [14 -504, 14 -505]
11. With the limited green time allowed by VDOT on Rt. 29, similar sized shopping areas have found
the need for dual left turns out. This will need to be investigated with final plans. [18- 32.7.2]
It is noted that the critical slopes waiver, as well as special use permits for drive through windows must be
approved prior to preliminary site plan approval.
