Sara - I am attaching the Architectural Review Board action letter for the October 6th review of your
proposal. At your request, I have scheduled an ARB work session for the November 3, 2008 meeting.
As noted in Item 9 of the action letter, the purpose of this work session would be to review revised plans
for mitigating the appearance of the drive -thru lanes and dumpster. I will need from you 8 copies of all
applicable drawings and materials, no later than Thursday, October 23rd, to include in the meeting
packets sent to the ARB members.
As I mentioned on the phone this morning, the November 3rd agenda already contains a number of
proposals for review. Your work session would be sixth in line, near the end of the agenda. With such a
long agenda, it is always possible that we could loose our quorum before your proposal is reviewed.
Should that happen, the remaining members would not be in a position to take an action on your
proposal. The November 17th ARB agenda is much lighter and offers a better chance at having the
needed quorum to review your revised plans and take an action.
Whereas we cannot require that you obtain Current Development approval of the revised design prior to
the ARB work session, we do strongly recommend it. Please confirm, with a response to this email, that
you intend to keep the November 3, 2008 date for your work session.

I just spoke to Brent about BB &T and the Architectural Review Board (ARB) worksession. I think that there
is some confusion concerning our conversation that we had yesterday. I stated that you had feedback and
comments already for the Special Use Permit (SP2008 -028), however you need to officially submit the revisions
and the fastest plan for the Special Use Permit to me on a revision date, so that we can give you the latest
comments to take to the ARB worksession. I may have misunderstood you, it seemed to me that you were stating
that you didn't have any comments to take to the ARB, and in response to that I said that you did have comments,
they were just not based on the revised plan that you submitted to the ARB on Monday.
I highly recommend that you officially submit the new plans for the special use permit and information that Amelia
and the County Engineer requested concerning the stacking waiver before scheduling a work session with the
ARB. I think that the stacking issue needs to be worked out before going back to the ARB, and Brent agrees with
this. If you have a work session and the stacking issue is not figured out, the ARB will not look highly on the
project, and will probably require that you go back for another work session, which does not save anyone time.
I hope that I have cleared up any confusion that may have occured from our conversation yesterday. I think what
will benefit you, the County, and your client, BB &T, is settling the special use permit issues and stacking waiver
before scheduling a work session with the ARB.
