Dear Dave:
We have had an opportunity to review the revised plans and information that you submitted
September 13'h for the Earlysville Service Center.
The concept plan included in Glenn Brooks' comments may be helpful in showing site changes that
reflect the review comments. It appears that if the building could be moved further back from the
street, additional parking requested by Earlysville Auto would have less impact and only a small
amount of the longer term parking would need to be fenced. The parking next to the building and
driveway would require paving, but Glenn Brooks has indicated that he would consider a request to
allow gravel on the long term parking area behind the fence. The building would also have the
entrance and exit on opposite sides of the building, in order to be driven through. The one-way center
aisle would permit the service bays to be angled from each side. This configuration also allows some
landscaping adjacent to the building, which would help with visual impacts.
Since the first condition of approval would require that final plan be "in general accord" with the
concept plan, it is important to make any adjustments to the concept plan before it is sent to the
Planning Commission.
You mentioned that there had been some conflicting comments with the first review. Please contact
me at your earliest convenience, so that I can schedule a meeting to discuss this second round of

Planning Division:
The original comments entered into County View database have been repeated below with the
responses to each (Rev. 2):
1. The operating hours/days of operation/number of employees;
Rev. 2: Information included.
2. The proposed use of the existing auto service building;
Rev. 2: Accessory to the furniture store will require that they be on the same parcel.
3. The proposed use of the existing residence (any changes proposed);
Rev. 2: Information included.
4. Show the size and location of the area subject to this application;
Rev. 2: Plan indicates that this portion of the parcel is being rezoned. I believe you meant
special use permit, since we don't have a rezoning application at this time.
5. Show storage area for cars waiting for service and waiting to be reclaimed and proposed
screening for the storage area;
Rev 2: After speaking with Roger Perkins, it seems that additional storage area may be
necessary. See drawing of concept plan on Engineering comments. Consider that the vehicle
storage for cars waiting to be serviced would be inside the fence enclosure; the employee cars
and cars waiting to be picked up would be around the garage.
6. Show storage area for non-operating cars used for parts and how many cars to be stored at any
time;

7. Provide information/mitigation measures regarding how the adjacent residential
properties will be protected from noise, odor, and visual impacts of the garage;
Rev. 2: If site is moved further back from the street and has a min. 50 from the
Sprouse property (will require adjustment of the Engineering concept plan), in
addition to the fence and extra landscaping, mitigation of impacts would be
lessened
8. Provisions for cars to be screened from view after left by owners during hours/days
when garage is not open;
Rev.2: See # 7 above.
9. Parking area for customers and employees, including the number of spaces proposed
for each;
Rev.2: Should be adjusted with revised plan.
10. Disposal methods for chemicals/parts.
Rev.2; Contact DEQ regarding proper disposal; contact James Barber of the Fire
Dept. regarding reuse of fuel. Include their responses in the revised submittal.
11. Depict zoning line on parcel in question and zoning on surrounding parcels. Some of
the parcels shown as RA are incorrect and should be Village Residential (VR). A
copy of a zoning map of this area is attached as reference.

New Comments based on re -submittal of September 13th:
1. A Certified Engineer's Report will be required.

2. RA is Rural Areas (General Notes sheet)
3. Maximum building height in the RA is 35 feet (General Notes sheet)
4. Re -submittal reference notes from you refer to a rezoning. A public garage is
permitted in the RA by special use permit. A rezoning is not necessary. (Thank you
for giving us the reference notes, as they very helpful with re -submittals.)
5. Consider providing as much information as possible with this concept plan, in order to
request waivers from site plan requirements. We can send the waiver requests in
conjunction with this special use permit application, so that you will be able to go to a
final site plan instead of a preliminary. See Bill Fritz's comments for more detail.
6. Show Ridgeway on the plan.
7. Show limits of clearing on the plan.
8. You will need to change the size of the portion of the parcel that will be subject to the
special use permit, if the building site is adjusted.
9. Only clear the least area possible for the garage, parking and access. Natural
landscaping is preferred in the Rural Areas and can be used to augment interior
landscaping requirements.
VDOT
1. The plan should show sight distances at the driveway.
2. The driveway must meet the minimum standard for a commercial entrance. The width
needs to be between 30 and 40 feet and an entrance profile needs to be shown in
accordance with the CG -11 standards.
