The parking has been reconfigured such that additional trees will be impacted by the proposal. Most of my comments from the previous review are still relevant. Those comments follow, amended to address the revised plan. This property forms a portion of the southern boundary of the potential Crozet Historic District. As such it forms the entrance to the historic district from the south on Crozet Avenue. The district has been determined eligible for listing in the National Register of Historic Places, and this property is considered a contributing resource to that district. The one-story masonry structure was constructed as an apartment building ca. 1950. The property currently retains a residential character. The proposal would abandon the existing entrance drive and create a new entrance nearer the southern end of the parcel's frontage on Route 240. The construction related to the new driveway would eliminate most of the wooded area that exists at the eastern end of the site along Route 240, as well as a 24" pine tree and a 24" spruce. The plan shows nine parking spaces at the end of the driveway near the house. Retaining the existing drive would have less impact on the site in general and on the wooded area in particular and is recommended instead of creating a new drive to reduce impacts to the Entrance Corridor and the historic district. If the drive is constructed as proposed, new planting will be required along the frontage and in the disturbed areas. The plan includes no information on new landscaping. Entrance Corridor guidelines and recommendations from the Crozet Historic Resources study will be considered during the review of the planting proposal. The planting will be expected to maintain the residential character of the site and to screen the view of the parking from the road. New porches would be constructed near the southern end of the east elevation and the middle of the western elevation of the existing house. These elements are not expected to have a negative impact on the historic resource, the historic district, or the Entrance Corridor.
