Please find comments from the following departments and agencies included in this letter: Albemarle County Community Development Department o Planning - Rural Areas o Planning — Architectural Review (attached) o Zoning o Current Development o Current Development - Engineering Please see the attached resubmittal schedule for a list of dates on which you can submit your revisions and responses to review comments (below and attached), as well as for possible Planning Commission dates (please note that the listed dates are the earliest possible, but actual dates need to be selected to suit the revision schedule for each project.) COMMENTS Planning — Rural Areas (Scott Clark): • The proposed barn appears to be larger than the one previously proposed. Please describe the activities to take place in the barn, and any increase in activity over what would have been accommodated by the original design. • How will the new structures increase the capacity of the practice and the resulting traffic, noise, etc? • Will the uses in the barn involve any hazardous substances, x-rays, or any other substances or equipment that are potentially hazardous? If so, please provide details on storage, use, and disposal. • Please describe when (day vs. night, weekday vs. weekend) the new barn, covered pen, and fenced areas will be used. When will horses be on the site? Will they be kept outdoors at night, and what sound impacts could be expected? Although the Planning Commission waived the requirements of section 5.1.11 of the Zoning Ordinance (regulations for veterinary practices, largely to do with noise impacts), we will need to evaluate whether or not this amendment would meet those requirements, or would need another waiver. • Please provide design details of the "covered pen," and explain the use of this structure. • We intend to recommend approval of a site -plan waiver for this use. However, the groundwater study mentioned in the previous letter would still be required as a condition of that waiver. Zoning (Ron Higgins) The requirements of Sec. 5. 1.11 applying to vets, have been waived for this use and might need to be waived for the amendment, to avoid any misunderstanding. Commercial setbacks for covered structures should be applied (e.g. 50'). Conceptual Plan should be more clear as to what is existing, what is being changed, etc. Current Development (Bill Fritz) • Please label which trees are to remain. We recommend that you show any gravel driveways or connections that will be built up to the new barn, to avoid conflicts between the proposed plan and any future building permits. Architectural Review (Brent Nelson) Architectural Review Board approval will be recommended as a condition of the site plan waiver. • Please mark which trees are to remain or to be removed. • Please move the location of the layup paddock so that it does not conflict with tree preservation. 0 • Please describe the construction of the covered pen, and show grading required for its construction on the plan. • The plan shows no grading—that information is needed to evaluate the design. • Please describe tree -protection measures to be used where trees remain in paddocks, etc. Current Development – Engineering (Glenn Brooks) • Conceptual stormwater management should be provided for new impervious surfaces on the site, unless it can be demonstrated that existing facilities are adequate.
