The engineering review for current development cannot recommend approval to the plan at this time. The following comments are provided. 1. Please provide a benchmark on the plan. (Rev. 1) Comment has been addressed. 2. The retaining wall along the western property line should be moved farther from the undisturbed buffer. It is unlikely that construction of the wall in the location shown will not disturb the buffer. Between the wall and the buffer, the applicant should also provide for drainage from offsite so water does not flow into wall and create long term erosion issues. The applicant should also provide for a 20ft screening area between the wall and the sanitary sewer easement. [18- 32.7.9] (Rev. 1) Comment not addressed. The retaining wall adjacent to the dumpster should be aligned with the majority of the wall so that it is 5ft from the undisturbed buffer. 3. The conceptual stormwater management plan is insufficient. a) The applicant has not provided an analysis of the proposed stormwater management facilities compared to the required removal rate of the site. The next submittal should include a modified simple removal rate spreadsheet and a map of the drainage areas to each facility. Each facility must meet or exceed the required removal rate. (Rev. 1) Comment has been addressed. In the final plan, the biofilters will need to be sized to treat I" of runoff to meet the 65% removal rate. b) A water quality swale will likely not meet the required removal rate for the site (see above). Additionally, as designed, it appears the facility would not be able to hold the required WQv. (Rev. 1) Comment has been addressed. c) A large portion of the site does not appear to pass through a water quality treatment facility. In the applicants' critical slope waiver request and on the cover sheet, filterras were mentioned as a method of treatment but none were shown on the plan. Please show the location of proposed filterras and modify grading so that all parking lot runoff has the opportunity to pass through these facilities. Facilities must capture as much runoff from the site as possible. (Rev. 1) The grading plan should be modified in the design of the final submittal to maximize water passing through Filterras. 4. A critical slope waiver from the Planning Commission must be approved. The applicant has submitted a request. The engineering review of the critical slope disturbance will be given in a Current Development Engineering Review Comments Page 2 of 2 separate letter. (Rev. 1) Comment remains unchanged. 5. Please show the existing entrance across Timberwood Blvd. The centerline of the office plaza entrance should be aligned with the existing entrance of the Baptist Church. [18- 32.7.2] (Rev. 1) Comment has not been addressed. The entrances on Timberwood Blvd. should be aligned. 6. Please provide safe and convenient pedestrian access from the spaces in the southern lot to the building. [18- 32.7.2] (Rev. 1) Comment has been addressed. 7. Are there existing sidewalks along Timberwood Blvd. and Airport Road? If so, please label them on the plan. If not, please provide new sidewalks along the VDOT ROW. (Rev. 1) Comment has been addressed. The following comments are final site plan comments provided to the applicant as a courtesy. (Rev. 1) These comments have been acknowledged by the applicant. 1. An analysis of the downstream channel will be required before approval of the WPO plan can be given. Depending on the condition of the downstream channel, additional detention may be required per state law. 2. The maximum slope allowed in parking lots is 5 %. 3. Retaining walls adjacent to parking and travelways will require a VDOT guardrail. 4. The plantings in the bioiilters do not appear to meet the requirements listed in the design manual.
