I am providing you with the enclosed comments from the following departments and agencies: • Albemarle County Building Code & Zoning • Albemarle County Inspections • Albemarle County Department of Current Development • Albemarle County Engineering Planning Division: Eryn Brennan, Senior Planner The proposed expansion does not appear to increase the area of assembly and therefore does not affect the overall parking area needed or necessitate entrance improvements; site plan review will not be required. The 18' x 24' addition to the main church building to accommodate classroom space and a common eating area does not represent an increase in intensity but does serve to support existing activities more efficiently. Pine Ridge Church of the Brethren and the adjacent properties are zoned RA, Rural Areas. The uses permitted by right under RA Zoning directly support agriculture, forestry, and the conservation of rural land. The Rural Areas Section of the Comprehensive Plan includes the achievement, maintenance, and improvement of rural land patterning. Part of this vision includes the support of agricultural and forestal communities through community meeting places, at rural scales, that provide the opportunity to take part in community life. Zoning and Current Development Review: Bill Fritz, Chief of Zoning/Deputy Zoning Administrator No site plan exists for this site and the proposed SP does not generate the need for a site plan. Building Code Review: Ron Higgins, Manager of Zoning Administration 1. Parking and seating capacity analysis is sufficient (90 -100 seating and 24 parking spaces w/ 20 -28 Sunday attendance). 2. Standard conditions for churches should apply as follows: • Church's improvements limited to those shown on the conceptual plan. No site plan needed. • Limit area of assembly to a sanctuary capacity of 96 (to coincide with 24 parking spaces or 1 space per 4 seats). • Maintain commercial setback standards of Section 21.7.2. Maintain plantings /trees/buffer along street. • No day care center or private school without separate special use permit. County Engineer: Gary Whelan, County Civil Engineer This project is not in the ACSA jurisdictional area for water and sewer service. We have no comment. Building Inspections: Jay Schlothauer, Director of InspectionsBuilding Official No objection. Comments from each reviewer reflect information available at the time the development proposal was reviewed, and should not be considered final. However, the Site Review Committee has attempted to identify all issues pertaining to the approval of the proposed project. I have note been able to identify any reason for revising your submittal.
