The erosion and sediment control plan for Hyland Ridge off site sewer improvements, submitted
on October 30, 2008, has been reviewed. The plans can be approved after the following changes
are addressed.
A. Erosion Control Plan (WPO- 2008 - 00064)
1. ESC approval cannot be granted until we receive copies of signed and recorded deeds of
easements for each property associated with the project. [DM]
(Rev. 1) Comment has not been addressed. Also, engineering review recommends, but will not
require, obtaining larger construction easements than those shown on the plan.
(Rev. 2) Comment remains unchanged.
2. Show location of the Construction Entrance on the plan.
(Rev. 1) Comment has been addressed.
3. Provide Utility Stream Crossing per Std. and Spec. 3.25 VESCH.
(Rev. 1) Please specify the size of the pipe on the plan.
(Rev. 2) Comment has been addressed.
4. I am unclear if the DD and LS shown on sheet 10 will be permanent?
a. If the DD is temporary please change the LS to OP outlet protection. [3.18]
(Rev. 1) Comment has been addressed.
b. Please provide permanent conveyance for the concentrated flow coming through the site at
the fill location. [MS -8]
(Rev. 1) Please provide a cross - section of this channel.
(Rev. 2) Comment has been addressed.
Show permanent grading necessary at the sediment trap and fill slope to continue the
existing channel above the fill slope to the existing channel below the fill slope.
(Rev. 1) The sediment traps require a few corrections.
L Wet storage on traps cannot be deeper than 4ft.
IL The crest of the trap must be I ft below the top of the embankment.
III. The calculation template for sediment trap 2 appears to have several errors.

IV. The plan shows sediment trap 2 having a width of Oft. Please correct.
V. The embankment for sediment trap 1 does not appear to be graded correctly.
VT The weir of sediment trap I is shown as a baffle.
(Rev. 2) For sediment trap 2, please correct the dry storage provided cell. My
calculations indicate that the correct volume is provided.
Show low- maintenance ground cover for the 2:1 slopes.
(Rev. 1) Please correct the table on sheet C -8 so that it reads "Low Maintenance Slopes, Steeper
than 3:1. " Slopes steeper than 2:1 will not be permitted.
(Rev. 2) Comment has been addressed.
Provide additional controls below the fill at the existing pond.
(Rev. I) Comment has been addressed.
An Erosion and Sediment Control bond will be computed by the County once the plans are approved.
(Rev. I) Comment remains unchanged.
(Rev. 2) An erosion and sediment control bond of $62,000 has been calculated. A grading permit
will not be given until this bond is posted and the plat for the ACSA easement has been recorded.
As a note this project will need a VSMP permit from DCR, Matthew Grant at 804 - 225 -3068 can
assist with questions.

Additional review comments may come on the next plan submittal due to the required changes.
a. (Rev. 1) Please show critical slopes on the plan. Critical slope disturbance will be
considered exempt according to Section 18- 4.2.6.c.
(Rev. 2) Comment has been addressed.
b. (Rev. 1) The grading on the Cascadia property will require determination from the
Planning Department that the grading is consistent with the approved rezoning plan. The
plan is currently under their review.
(Rev. 2) The permanent grading has been approved by Planning. County personnel
will walk the site with the applicant before approving the plan to determine whether tree
preservation areas that were shown on the Cascadia rezoning plans will be undisturbed.
c. (Rev. 1) Please show a staging and parking area on the plan.
(Rev. 2) Comment has been addressed.
d. (Rev. l )Approval from the Army Corps of Engineers will be needed for the work in state
waters.
