On the ARB plans, there are 4 existing Pine trees to remain located north of the Kirtley building. These trees do not have any tree protection. Grading is proposed through some of these trees, such that it seems unlikely that they would survive. Also, the Current Development plans don't show these trees as existing. Please correct and clarify this. 2. There are 4 existing trees to remain in the island east of the LTACH service area. They have no tree protection. Grading is shown through one of them, such that it seems unlikely that it would survive. Please correct and clarify grading and add tree protection. 3. On the ARB plans, tree protection fencing is shown for some, but not all, of the existing trees to remain that are located between the Kirtly parking area and the EC, and between the proposed LTACH building and the EC. Please extend the tree protection fencing to protect all the trees to remain along the EC south of Kirtley and LTACH. 4. 1 understand that the sewer issue at the north side of the site has been resolved and the existing trees in that area will remain. Please update the plans accordingly. 5. The ARB lighting plans appear to include some inconsistencies: The OA fixture catalog number appears as L5924 in the schedule and as L4554 on the cut sheet; colors are not indicated for the fixtures on the LTACH site; the MWC and MWB fixtures have catalog numbers of 101 in the schedule and 102 on the cut sheets; the OA1 fixtures on the west side of SIEG may be in an easement. Please correct, clarify, add and coordinate this information. 6. The ELA (OA and OA1) light fixture is a traditional style fixture. Similar fixtures have previously had issues meeting the full cutoff definition. In visiting the ELA website to confirm the full cutoff nature of the fixture, the available information has confused the issue. Clicking on L4554 redirects the viewer to the L4554BH fixture. That fixture is not identified as full cutoff. Furthermore, ELA specifically identifies some fixtures as "Dark Sky Compliant ", which is not the same as full cut -off, and the L4554 fixture is not identified in this way. Revise the OA and OA1 fixtures to emit less than 3000 lumens, or revise the fixtures to full cutoff fixtures, or obtain a waiver from the Planning Commission for the proposed non -full- cutoff fixtures. 7. The ARB plans include the Moser site with its proposed landscaping; however, the Moser planting plan has changed, so the LTACH /SIEG plan is no longer accurate in this regard. You may prefer to include a note on the plan in the vicinity of the Moser site that references the Moser site plan for final landscaping, rather than continuing to update the LTACH /Sieg plans with Moser revisions. 8. On the Sieg plan, the various sheets provide varying references to the material for the channel at the base of the retaining wall /weir. The material for the channel is supposed to be field stone to match the walls — not standard rip rap. All notes should be adjusted accordingly; please check all sheets. The ARB had asked for planting in this area. I understand that Engineering will not allow this. I will mention this to the ARB and let you know if there are further requirements. 9. A dumpster has been added to the Sieg site. Dumpster details appear in the ARB submittal on Sheet L1.15. Detail B indicates that the gates will be stained dark gray. Detail A does not mention a stain for the enclosure panel. Are only the gates to be stained? Detail D is also called " Dumpster Enclosure Gate" and is an aluminum picket fence. This type of fence is an unusual choice for a dumpster. Where is this intended to be used? I will mention the addition of the dumpster and the proposed finish of the enclosure to the ARB and I will let you know if there are additional requirements. 10. A materials schedule was included on the architectural elevations as requested. The proposed bricks are listed as: 1: Old Virginia 24 Colonial, 2: Old Virginia 183 Georgetown, and 3: Lawrenceville 023. The bricks previously referenced were: 1: Old Virginia Flashed Virginia Rose, 2: Deep red brick, and 3: Dark red /black brick. Without samples of the bricks that are listed in the current schedule, I can't confirm that they are the same as those approved by the ARB. Please submit samples for confirmation. Also, the documentation on the actual glass sample notes the color as "Harmony Graylite E- 159 ", not "E -158" as noted in the schedule. Please revise the schedule to E -159. Finally, please note that the copy of the LTACH elevations does not clearly show the pattern intended for the large brick panels on the south elevation. The drawings submitted with the building permit application will need to clearly show that the pattern is the one that was approved by the ARB. Please provide: 1. Two full sets of revised drawings addressing each of the bulleted comments listed above. Include updated ARB revision dates on each drawing and an ARB approval signature panel. 2. A memo including detailed responses indicating how each condition has been satisfied. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staff's review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
