RE: SP2008 -54 Rivanna to Preddy Creek Transmission Line
Dear Mr. Wilson:
Thank you for your recent application for a special use permit to upgrade an existing three mile
transmission line in northeast Albemarle County, along Route 29 North. The members of the
County's Site Review Committee have reviewed the development proposal referenced above.
Preliminary comments from the Community Development's Planning Division, the Division of
Zoning and Current Development, the Division of Engineering, the Architectural Review Board, and
the Inspections Division are included below. Additional comments from the following departments
and agencies are attached:
• Virginia Department of Transportation
• Albemarle County Service Authority
• Rivanna Water Sewer Authority
Planning Division
The Planning Division is concerned about the 17 1/2' increase of ROW on adjacent land west of the
proposed transmission line upgrade. Will existing vegetation have to be cleared? How will the easement
be maintained? Will herbicides be used to maintain the easement within stream buffers? How close will
the proposed 115,000 kv line come to existing structures?
Division of Zoning and Current Development
The application must be signed or otherwise approved by all affected property owners before a public
hearing can be scheduled. The Zoning Division will work with the County Attorney to verify that this
condition is met.
County Engineer
There do not appear to be any engineering concerns with upgrading the transmission line. An
exemption for this activity is provided in the Water Protection Ordinance (17 -319).

Architectural Review Board
Larger plans and a pole detail have been received. Given the degree of potential negative impact of this
proposal on the Entrance Corridor, it is recommended that this proposal be forwarded to the ARB for
review, after a work session is held with the Planning Commission.
Inspections Division
No objection.
Comments from each reviewer reflect information available at the time the development proposal was
reviewed, and should not be considered final. However, the Site Review Committee has attempted to
identify all issues which could effect approval of the proposed project.
A work session is scheduled for the above noted application on January 13, 2009. If you choose to make
revisions to the site plan based on comments provided in this letter by the Site Review Committee, you
will need to resubmit seven full size copies of the revised site plan and one 11" x 17" or legible reduced
copy to the Community Development Department.
A resubmittal schedule is attached.

Mow are VDID 's comments for the November 2008 Rezoning and Special Use Permit applications:
SP -200 8-00056 Unity Church Amendment (Eryn Brennan)
• The expected traftic inclzase from this expansion of facilities needs to be shown.
• The entrance and taper to the site needs to be analyzed for the proposed traffic to the site and the
existing traffic on Hydraulic Road.
• The siaht lines at the entrance need to be shown-
SP-2008-00057 Charlottesville Kinadom Hall (Claudette Crant)
• No comments on the extension of the special use permit.
• There are still outstanding continent\ that need to be addressed on the site plan.
SP- 2008 -00058 Harris's Caraae — Amenduent (.loan McDowell)
• Trip generation data needs to be shown.
• The existing entrance need> to be addressed for its adequacy. More specific comments to the
entrance have been prop icled with the site plan.
SP- 2008.00054 Rivanna to Preddy Creek Transmission Line (Ervin Brennan}
• The plats should not show easements on the VDOT Route 29 Right of Way. Instead, the overhang
of the easement into the ROW will be permitted by VDOT.

Rivanna Water and Sewer Authority (RWSA) has reviewed the application for "SP200800U54 Rivanna to Preddy
Creek Transmission Line" and believes there may be a conflict between an existing RWSA waterline and the
proposed transmission line. RWSA owns and operates a 12" waterline in the vicinity of the Rappahannock
Electric Cooperative's Rivanna Substation. The attached GIS map shows the approximate location of the
waterline in relation to the substation and the existing transmission lines. RWSA would like additional
information from the applicant regarding the location of the pales for the proposed transmission line, so that we
can evaluate any impacts to our waterline. It would also be helpful if the RWSA waterline was added to plans
(sheet 2 of 7) that were prepared by W &W Associates for this project.
