Sheet C2: General Notes & Legend, date 11/3/08. Sheet C3: Existing Conditions /Demo Plan, date 11/3/08. Sheet C4: Site Plan & Details, date 11/3/08. Based upon these drawings, it appears that the proposed redevelopment of the existing site will have limited visibility from the Entrance Corridor and will not constitute a substantial change in design or appearance of the existing development. For these reasons, we have administratively reviewed your proposal and have determined that it will not require a full review by the ARB. I have the following comments that will need to be addressed before I can issue my administrative approval. Issue: Description of Proposal Comments: The ARB Amendment to a Site Plan Checklist states: Provide a description of the revised amended proposal. Identify all proposed changes from the previously approved submittal. A written description was not provided with this application. Recommendations: Revise Sheet C 1 Cover Sheet by including a description of the revised amended proposal. Identify all proposed changes from the previously approved submittal. Do not provide this description on a separate sheet of paper. It must be on Sheet C 1 Cover Sheet. Issue: Existing Shrubs Not Shown/Existing Trees Not Indentified Comments: The existing trees on Sheet C3 Existing Conditions/Demo Plan are not identified for caliper size and species. The existing shrubs on the site are not shown on the plan. Recommendations: Revise Sheet C3 Existing Conditions/Demo Plan and Sheet C4 Site Plan & Details by identifying the existing trees for caliper size and species. Revise both sheets by showing the location, with species identified, of all existing shrubs. Issue: Proposed Dumpster Fence Enclosure/Color/Height Comment: Sheet C4 Site Plan & Details shows a detail of the proposed board fence /wooden gate enclosure for the dumpster. The proposed stain color was not identified on the detail, and a sample was not provided; a medium earth tone color is appropriate. Details on the sheet indicate the dumpster container height is 7' -8" while the fence /gate enclosure is only 8' tall. To ensure the fence /gate is able to screen the dumpster from view, the top of the fence should be a minimum F taller than the top of the dumpster container. Recommendations: Revise the dumpster enclosure detail on Sheet C4 Site Plan & Details to include the product ID and color number for the proposed stain on the fence /gate enclosure; a medium earth tone color is appropriate. Provide a color sample of the stain. Revise the fence /gate enclosure height on Sheet C4 so that the fence is a minimum 1' taller in height than the dumpster container. Issue: Dumpster Enclosure/Position Comments: Sheet C4 Site Plan & Details shows the proposed dumpster gates located at the curb line of the parking lot. Relocating the proposed dumpster gates 5' eastward, to the back of the adjacent sidewalk, would put the gates in closer alignment with the nearby front (southwest) corner of the building. This would allow the existing building to further mitigate views of the dumpster enclosure from the Entrance Corridor. Recommendations: Revise Sheet C4 Site Plan & Details by relocating the gates of the dumpster enclosure 5' eastward to the back of the adjacent sidewalk. Issue: Existing Trees Designated For Removal/Dumpster Enclosure Visibility Comments: Sheet C3 Existing Conditions/Demo Plan shows a parking lot planting island flanking each side (north and south) of the building entrance. The existing tree in each of the 2 islands is designated for removal and relocation. Sheet C4 Site Plan & Details shows 1 tree relocated to an area on the north side of the building and the other tree relocated to an area on the south side of the building. Both trees designated for relocation are too large for a successful transplantation and would likely die. These 2 trees provide a substantial screen of the proposed dumpster location, as viewed from the Entrance Corridor. Additional medium size shade trees between the parking lot and the Airport Road right -of -way would help in mitigating their loss. The additional trees combined with the dumpsters distance from, and angular orientation to, the Entrance Corridor would provide an adequate screen of this utilitarian use. Recommendations: Revise Sheet C4 Site Plan & Details by adding 3 medium size shade trees, 3'/2" caliper minimum at planting, 25' on center maximum, between the north end of the parking lot and the Airport Road right -of -way. These trees should be shown in an irregular (natural like) layout that would maximize their ability to screen views of the dumpster enclosure from Airport Road. Please provide: 1. Two copies of revised drawings addressing the aforementioned comment. 2. A memo indicating specifically how the condition has been satisfied. If changes other than those requested have been made, specifically identify those changes in the memo, also. "Clouding" requested changes (information) will facilitate the review of your submittal. All requested information is to be shown on the sheets in the site plan package - not 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staff s review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
