RE: SP2008 -057 Charlottesville Kingdom Hall — Special Use Permit
Dear Mr. Johnston:
Thank you for your recent submittal for the above noted application for Tax Map 76 Parcel 51. The
following comments are provided to help you meet requirements regarding the renewal of your special use
permit SP2004 -002, which recently expired, and is currently in the site plan process. We do not anticipate
the need for re- submittal as long as the following comments are addressed prior to the public hearing. The
Planning Commission public hearing could be scheduled late January to early February.
I am providing you with the following staff comments:
Zoning:
• The approved plan shows an apartment. The recently submitted development plan shows a shed in the
location of the approved apartment. The cover sheet, dated January 9, 2006, revised August 20, 2008
refers to an apartment, however, the application states "no dwelling units ". This discrepancy needs to be
clarified and corrected on the documents.
• If you do not believe you will be able to meet the required 24 month deadline to commence, staff
suggests you request an alternative time limit for this special use permit.
The following comments refer to the site plan currently on hold until the special use permit is renewed:
Albemarle County Service Authority (ACSA):
• Previous comments still apply.
• The plumbing fixture count that was provided indicates that a 1 1/2" meter is required. A new
tap will have to be made on the Rivanna Water Sewer Authority (RWSA) transmission line. This
connection will require RWSA approval.
Current Development:
• Current Development will resume review of SDP 2006 -002, if this special use permit is
approved.
ARB:
• This proposal was previously reviewed by the ARB and approved with conditions. The
subsequent site plan review intended to resolve outstanding ARB conditions, which included a
lengthy review of, and attempt to coordinate, required landscaping, grading and tree protection.
These issues were not completely resolved and will have to be resolved with the site plan review
following approval of this special use permit request.
Other Comments:
• Outstanding comments remain that need to be addressed on the site plan from VDOT, and the
County Engineer.
