Preliminary site plan approval is valid for (1) one year in accordance with Section 32.4.3.1 of Chapter 18 of the Albemarle County Code. Therefore, preliminary site plan approval shall expire on 12/03/2009. If preliminary site plan approval expires, a new application must be filed and processed. Please address all of the requirements and conditions listed below and submit eight (8) tentative plan copies to the Department of Community Development. This letter must be submitted with the tentative plans, as a checklist, to document that you have addressed all requirements or conditions, or the tentative plan will be denied. Erosion and Sediment Control, BMP Stormwater Management, and road plans with the associated applications and fees must also be submitted with the eight (8) tentative Plans. Once the tentative plan is submitted and reviewed you will receive comments from all departments /divisions /agencies that have made comment on the tentative plan. Any further responses must be made directly to each department /division/agency that has further comment. After all aforementioned departments /divisions /agencies have granted a tentative approval, you must verify with the Planner that you may submit the final mylars (2 sets), two paper copies, the final site plan application, and final site plan fee to the Department of Community Development. Signing of the plans will occur within one week once it is determined that the final site plan mylars reflect all tentative approvals. The final site plan will be subject to all final site plan requirements (Zoning Ordinance Section 32.6), in addition to the following conditions. The Department of Community Development shall not accept submittal of the final site. plan for signature until tentative approvals for the following conditions have been obtained: Zoning & Current Development approval to include: ❑ Zoning and current development comments have been adequately addressed. Please contact Planner at 296 -5832 ext 3385 if you have questions or require additional information. Engineering approval to include: ❑ No Objection. Road plan was reviewed and approved previously under WPO -2007- 00062 Please contact Engineer at 296 -5832 ext 3072 if you have questions or require additional information. Albemarle County Service Authority approval to include: ❑ The utility plans for this area have been approved and this plan does not extend water or sewer service. No plans are required for review. This plan has a note on sheet C -2 stating that the Albemarle County Service Authority will size the water meter. The applicant will have to provide a plumbing fixture count for the ACSA to do this. They can send it to me and I will size it, relay the information to them and they can note it on the plan for construction. VDOT approval to include: ❑ Indicate whether Laurel Park Lane is proposed to be public or private. If it's public, the entrances will need to be evaluated. Architectural Review Board approval to Include: ❑ Architectural review of the building (Building C) proposed in this amendment was suspended at the applicant's request on May 12, 2006. A resubmittal of architectural and site drawings is required. See the attached letter. Sincerely, Gerald Gatobu, Senior Planner Zoning & Current Development File: SDP - 200800146 Cc: 2 OF ALa� M �'rRGINZP COUNTY OF ALBEMARLE Department of Community Development 401 McIntire Road, Room 227 Charlottesville, Virginia 22902 -4596 Phone (434) 296 -5832 Fax (434) 972 -4012 April 3, 2006 Katurah Roell PO Box 8147 Charlottesville, VA 22906 RE: ARB- 2005 -131: Hollymead Town Center Area C, Block 9, Timberwood Blvd and Northwest Corner Buildings: Final Review of a Site Development Plan (Tax Map 32, Parcel 41D) Dear Mr. Roell: I have reviewed your re- submittal (including sheets T1.0 dated 12/6/05 with Bega floodlight cut sheet; A1.0 dated 11/23/05; ALOB dated 12/12/05; ALL dated 11/23/05; A2.0 Building A dated 11/23/05; A2.0 Building C dated 9/6/05; A2.1 dated 11/23/05; A2.2 dated 9/6/5; and A2.3 dated 12/12/05) for the above - referenced proposal. The review was based on our letter dated December 2, 2005, which outlined the ARB's conditions of approval for this project. My comments are listed below. Please read this entire letter and follow the instructions at the end. Regarding the Timberwood Blvd. buildings Buildings A and B): 1. Regarding lighting: • Alighting plan was not submitted, so a complete review of the proposed lighting cannot be accomplished. o Submit a lighting plan. Include on the plan quantity, type, location, wattage, etc. of all proposed light fixtures. • Uplights exceeding 3, 000 lumens are proposed for- the tower. These do not meet ordinance requirements and cannot be approved. o Propose alternate fixtures that emit less than 3,000 lumens for the tower. Provide copies of the cut sheets for the fixture. Indicate color and finish in a lighting schedule. • Uplights are proposed for- the covered walkway. A note on TI.0 indicates that the fixtures will be completely concealed from view from the outside, but the north elevation of the walkway canopy shows that the ends of the structure are not fully enclosed. A section of the canopy together with the light fixtures, and possibly a revised side elevation or other detail drawings as necessary, are required to show that the light fixtures will not be visible from outside the canopy. o Provide a section, and other detail drawings as necessary, showing the canopy together with the light fixtures. The drtawings must show that the fixtures will not be visible from outside the canopy, or alternate fixtures that emit less than 3,000 lumens must be proposed. Provide cut sheets for the canopy fixtures. Indicate color and finish in a lighting schedule. • No information on street lights was included in the submittal. o Provide a street lighting master plan for Area C with complete information on the proposed street lights, or indicate in writing that street lights are no longer proposed. 2. Regarding materials /colors: • Sheet TI.0 indicates that the roof of the tower is to be Type II standing seam slate blue. The ARB approved color for the tower was charcoal gray. Sheet A2.0 notes standing seam metal for the roofs of Building A, but the color is not specified. It should be charcoal gray. Sheets A2.2 and TI.0 don't indicate tower materials /colors. The tower structure should be charcoal gray. The finish schedules on the elevation sheets do not specify stucco colors. The approved stucco colors are sandstone for- Buildings A and B and twilight and gray dawn for Building C. ARB approved Building C brick was Old Salem. Most of the stucco previously shown on Building C has been changed to brick, including Abingdon, Rosewell and Newport. Samples of these bricks have not been provided for review. With this change in materials, the elevations should clearly show that the upperparts of each of the walls of Building C, where the clerestory windows are proposed, are to be faced with stucco. o Indicate on the elevations that the tower structure and roof are to be charcoal gray. Coordinate this information throughout the architectural drawings. Revise the finish schedules to note the ARB approved stucco colors: sandstone for Buildings A and B and twilight and gray dawn for Building C. Provide the following brick samples for review: Abingdon, Rosewell, Newport. Revise the Building C elevations to clearly show that the clerestory walls of Building C will be faced with stucco. 3. Regarding sig_nage: • The sign criteria were not included in the submittal. The ordinance requires that the ARB conduct a comprehensive sign review for this type of development prior to site plan approval. The ARB does not need to know the tenants that will occupy each space. You can simply decide the type of sign that will be used, choose a color- or limited colors for the signs, show the locations for signs on the building, etc. o Provide sign criteria for review. Include in the criteria: sign type (panel); mounting (hanging, direct to wall); illumination (external, with proposed fixture type); proposed color range (providing consistency and coordination throughout building groups). Signs should be coordinated within building groups. Building groups are as follows: a) the corner element and flat roofed building, b) the flat roofed stucco building, c) the two groups of three similar building forms; proposed sign areas drawn to scale on the buildings. Regarding the northwest corner building (Building C): 1. Regarding the window glass • A sample of the window glass was submitted but the reflectance value has not been indicated. o Add the manufacturer's specification for the reflectance value of the glass to the information in the material schedules. Reflectance shall be held below 7 %. 2. Regarding the coordination of plan and elevations and window placement • An architectural plan was not submitted for Building C, so this review could not be completed. o Provide architectural floor plans for Building C. Be sure that the plan shows coordinated elevations and floor plans regarding window placement. 4. Regarding si age: • The sign criteria were not included in the submittal. The ordinance requires that the ARB conduct a comprehensive sign review for this type of development prior to site plan approval. The ARB does not need to know the tenants that will occupy each space. You can simply decide the type of sign that will be used, choose a color or limited colors for the signs, show the locations for signs on the building, etc. o Provide sign criteria for review. Include in the criteria: sign type (panel); mounting (hanging, direct to wall); illumination (external, with proposed fixture type); proposed color range (providing consistency and coordination throughout building groups). Please provide: 1. Two copies of revised drawings addressing each of the items in bold, above. 2. A memo indicating specifically how each condition has been satisfied. If changes other than those requested have been made, specifically identify those changes in the memo, also. Clear, specific, and accurate information will facilitate the review of your submittal. The submittal will not be reviewed without this memo. 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staffs review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
