Dear Mr. Verebely:
I have reviewed your submittal for the above - referenced project consisting of the following drawings received
September 30, 2008:
Building Drawings:
• Sheet 1: Addition to the Southside Church of God, Left and Right Side Elevations, latest revision date
9/25/08.
Sheet 1: Addition to the Southside Church of God, Floor Plan and Front Elevation, latest revision date
9/25/08.
Site Plan Drawings:
• Sheet C -1: Southside Church of God, Cover Sheet, latest revision date 3/13/08.
• Sheet C -2: Southside Church of God, Site Plan Amendment, latest revision date 3/13/08.
• Sheet C -3: Southside Church of God, Lighting Plan, latest revision date 3/13/08.
Outstanding issues that will need to be further addressed are shown in italics after the original comment from
the Action Letter of March 26, 2007.
1. Revise the lobby addition to reduce the slope of the gabled roof form. Design the lobby area windows
so that the large windows coordinate with whatever wall material is selected, masonry or siding.
Revise the elevations with notes indicating that tinted glass will not be used and glass reflectance shall
be held below 7 %. Key all building elevations for proposed materials and colors. Revise the projecting
bay of the north elevation of the rear addition, by adding detailing to relieve the blank appearance at
the peak.
Note: At the November 17, 2008 ARB meeting, staff asked the Board for some direction
(explanation) concerning the comment above "Design the lobby area windows so that the
large windows coordinate with whatever wall material is selected, masonry or siding." Staff
could not recall the exact intent of this comment made at the March 5, 2007 review of this
proposal. Below is the Board's clarification of this comment/requirement:
From the 11/17/08 ARB meeting:
Regarding ARB- 2006 -131, Southside Church of God, it was the consensus of the ARB that the
condition regarding the coordination of lobby windows and building material refers to window trim
scale and color that should be coordinated with other proposed building materials. For example, if the
mullion and window trim colors match or are coordinated with the fascia and siding colors, then the
color part of the condition will be met.
Comments:
The revised elevations have not been keyed for proposed materials and colors.

A note was not added to the drawing stating that the glass reflectance shall be held below 7 %.
Additional detailing has not been added at the peak of the projecting bay in the north elevation to
relieve the blank appearance.
Recommendations:
Key all building elevations for proposed materials and colors. Revise elevation drawings as needed to
address the following comment: Window trim scale and color should be coordinated with other
proposed building materials. For example, if the mullion and window trim colors match or are
coordinated with the fascia and siding colors, then the color part of the condition will be met.

blank appearance at the peak or provide a written explanation in the memo accompanying your
resubmission indicating why this cannot be done.

accessories and structures not yet shown, indicate their location(s) on the drawings.

Provide a revised site plan and erosion control plan clearly showing all relevant Tree Conservation
checklist items, the location and type of all tree protection measures, and limits of construction. All
tree protection measures are to be installed at the tree drip line. Provide a signed Tree Conservation
Checklist on the site plan and erosion control plan.
Comments:
An Erosion Control Plan was not provided with this resubmission. The type of tree protection
proposed was not included on the drawings in this resubmission. The proposed location of the tree
protection, as shown on Sheet C -2 "Site Plan Amendment" is not at the drip line of the tree. The Tree
Conservation Checklist provided on Sheet C -2 "Site Plan Amendment" was not signed and dated by
the owner as required.
Recommendations:
If an Erosion Control Plan is not required, indicate that in the memo accompanying your
resubmission and include an explanation for why it is not required. Revise Sheet C -2 to include a
detail of the proposed method of tree protection. Revise the drawing to show the location of the tree
protection closer to the drip line of the tree. Whereas proposed site improvements may prevent always
placing it at the drip line, it is important to show it as close as possible to the actual drip line.
4. Revise the photometric plan by reducing the height of the three pole fixtures in front of the church to
15', removing the ground mounted flood lights in front of the lobby addition, providing cutsheets of
all proposed light fixtures and poles on the photometric plan, and identifying the structure (sign) next
to the flood light situated east of the entrance drive. Revise the luminaire schedule to include all
proposed pole and fixture colors; bronze is preferred.
Comments:

With your next resubmission, provide samples of the proposed building materials. Provide elevation

Please provide:
1. Two full sets of revised drawings addressing each of these conditions. Include updated ARB revision
dates on each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting the
changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal' form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staffs review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.
