Box 8106 Charlottesville, VA. 22906 RE: ARB- 2008 -155: GE Fanuc Light Pole Re- Lamping Amendment to a Site Development Plan (Tax Map 21, Parcel 14) Dear Mr. Carper: I have reviewed the following plans submitted for the above referenced project: Sheet 1/6: Photometric Plan, Overall Site, received 10/24/08. Sheet 2/6: Photometric Plan, Enlarged Scale, received 10/24/08. Sheet 3/6: Photometric Plan, Enlarged Scale, received 10/24/08. Sheet 4/6: Photometric Plan, Enlarged Scale, received 10/24/08. Sheet 5/6: Photometric Plan, Enlarged Scale, received 10/24/08. Sheet 6/6: Lighting Details, received 10/24/08. Based upon these drawings, it appears that the proposed redevelopment (re- lamping) of the existing site will have limited visibility from the Entrance Corridor and will not constitute a substantial change in design or appearance of the existing development. For these reasons, we have administratively reviewed your proposal and have determined that it will not require a full review by the ARB. I have the following comments that will need to be addressed before I can issue my administrative approval. Issue: Description of Proposal Comments: A written description of the revised amended proposal, identifying all proposed changes in adequate detail, is required. That description should appear in the set of drawings. A written description was not provided on the drawings. Recommendations: Revise Sheet 1/6 by including a description of the revised amended proposal. Identify all proposed changes. Do not provide this description on a separate sheet of paper. It must be on the drawing. Issue: Drafting and Site Related Information Comments: The following information, not provided with this submission, is required to be on the drawings: • Sheet Title • County and State • Street Names • Plan Preparer • Scale • Drawing Date/Revision date • North Arrow • Tax Map and Parcel (for the parcel under review and the adjoining parcels). • Owner of Parcel Under Review. Recommendations: Revise the lighting drawings to include the following: sheet title, county and state, street names, plan preparer, drawing scale, drawing date /revision date, north arrow, tax map and parcel for the parcel under review and the adjoining parcels, owner of parcel under review. Issue: Luminaire Schedule/Fixture ID/Fixture/ Pole Color and Finish Comment: The lighting fixture symbols, fixture catalogue numbers, and the proposed fixture and pole colors are not shown in the luminaire schedule. If the existing pole color (bronze) is to remain, that should be noted. Recommendations: Revise the luminaire schedule to include lighting fixture symbols, fixture catalogue numbers, and proposed fixture colors. Issue: Lighting Maintenance Factor (LLF) Comments: The Albemarle County Lighting Ordinance requires that the Lighting Maintenance Factor (LLF), currently proposed at 0.7, be shown as 1. Recommendations: Revise the luminaire schedule to reflect a Lighting Maintenance Factor (LLF) of 1. Issue: Standard Lighting Note Comments: The standard lighting note: Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one -half footcandle was not included in this set of drawings. Recommendations: Revise the lighting drawings to include the following standard lighting note: Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one -half footcandle. Please provide: 1. Two copies of revised drawings addressing the aforementioned comment. 2. A memo indicating specifically how the condition has been satisfied. If changes other than those requested have been made, specifically identify those changes in the memo, also. "Clouding" requested changes (information) will facilitate the review of your submittal. All requested information is to be shown on the sheets in the site plan package - not 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staff s review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
