Thank you for your resubmittal of the special use permit application for South Plains
Presbyterian Church. Please find comments from the following departments and agencies

revisions and responses to review comments (below and attached), as well as for possible
Planning Commission dates (please note that the listed dates are the earliest possible, but actual
dates need to be selected to suit the revision schedule for each project.)
COMMENTS
Planning — Rural Areas (Scott Clark):
The "wooded area" should have a clearer boundary, so that it is clear to reviewers and
inspectors where the grading and other site work are not permitted.
As noted in Tamara Ambler's original comments, the stream buffer appears to be shown
in correctly. It seem to be measured from a feature labeled "ditch," which does not appear
to be in the same location as the stream on the site.
• Several trees show to remain have grading and/or construction work under the canopies
or nearby. We are concerned that these trees will not in fact survive. Please see the ARB
comments for more detail.
• Please note that there is a possible conflict between the Current Development comment
requiring a single entrance, and our shared goals to protect notable trees on the site. Even
the current two -entrance design appears to threaten the "31 -inch White Oak" near the
chapel. We may need to discuss other options for the sight entrance, and check those
options with VDOT.
• A detailed planting plan for the "new tree buffer" will be needed. We can recommend
conditions of approval that call for native species and naturalistic arrangements.
However, there may be other design concerns based on your discussions with the affected
neighbor. We can discuss this in person at our meeting.
• Historic preservation comments will be forwarded as soon as they are available. Please
review those comments before beginning any plan revisions.
Zoning (Ron Higgins)
The parking analysis will still be needed to determine the adequacy of parking as shown.
[Note from Planning staff: This analysis does not need to be complex; a calculation based
on the church's past experience and futures plan, based on the expected number of
attendees and typical number of persons per car, would suffice.]

1. Please remove one entrance on Rt. 616 such that all site parking areas are accessible from within the
site, and site circulation will not be on the public road.
2. Primary entrances and required parking should be asphalt or an equivalent. The grasspave product
will not be acceptable for this purpose. Installations of this product in the county have not been
successful.
3. Stormwater management for water quality and volume should be provided on the concept plan.
4. The peak traffic for the site together with the counts on Rt. 616 should be compared to the VDOT
turn lane thresholds.
5. The layout of the parking needs to preserve the minimum travelway width and provide adequate radii
for turning and sight distance. The entrance travelways do not currently provide adequate radii into
the parking aisles. It is not clear whether the curved parking would meet the minimum radii in the
Design Standards Manual, Chapter 7.
