RE: Blue Ridge Shopping Center, Minor Amendment, SDP 08 -159

I have reviewed the Site Plan Minor Amendment for the above referenced proposal (Sheets SP 2 Site Plan and
L1 Illumination Plan received November 7, 2008), and I have the following comments:
Issue: ARB Application RequiredlAmendment to a Site Development Plan
Comments: The proposed changes to this development plan will require a submission to the Architectural
Review Board for review and approval. Once an application has been received, it may be determined that the
proposed changes can be reviewed administratively without need for a full review by the ARB. The applicant
should make a submission to the ARB as an Amendment to a Site Development Plan. The submission package
should include a completed checklist for Revisions to a Certificate of Appropriateness /Amendment to a Site
Development Plan Checklist. All checklist items should be addressed (included) in the submission package.
ARB applications and checklists are available on -line at www.albemarle.org.
Issue: Project Description/Guardrails
Comments: The drawings submitted did not contain a detailed description of the proposed changes. Proposed
changes are difficult to understand as currently shown. Proposed changes should be bubbled on the plan with
an explanation of the proposed change included on the drawing. The applicant's memo accompanying this
submission indicated that guardrail details have changed; however, details of the change were not provided.
Issue: Lighting Cutsheets
Comments: Proposed lighting cutsheets need to be on the full size set of site/lighting drawings, not as separate
sheets. The lighting maintenance factor (LLF), currently shown as 0.72, needs to be revised to a factor of 1.
