Good afternoon,
On Monday November 24th, I walked the buffer area with Keith Lancaster of Southern Development. After
walking the site and noting the size and type of vegetation in and just outside of the buffer, it is my opinion that the
buffer can be preserved as the construction work required to install the sewer line takes place in close proximity.
It will be the responsibility of the developer to assure that this buffer is preserved during construction. Protection
measures above and beyond standard excavation practices may be required. The developer will be responsible
for evaluating these options when contracting the work.
Considering this and the recordation of the easement through the Cascadia and church properties, the ESC plan
can be approved. Please submit 5 copies of the latest plan to me for approval. I will hand 4 of the plans to Andy
and I will give one copy to Amelia if she opts to assign a CEO to monitor the buffer.

Good morning,
Attached is the engineering review letter for the ESC plan for the Hyland Ridge sewer line extension through the
Cascadia property. The plan meets all the technical requirements of an erosion and sediment control plan.
However, approval of the plan will not be given until the easement plat and deeds have been recorded for all
necessary propertys and county personnel have walked the limits of disturbance with the applicant to conform
that tree preservation area shown on the Cascadia rezoning plan will remain intact. Please contact me once the
tree preservation /stream buffer area has been delineated and the centerline of the sewer line marked.
The E &SC bond amount is $62,000. The forms and instructions to post the Water Protection Ordinance Bond
can be found on the Community Development Department Web site on www.albemarle.org. You may contact
Pam Shifflett (Albemarle County Department of Community Development) at ext. 3246 for further information on
bonding procedures.
After the tree preservation area has been walked and the plat has been recorded, please submit 4 copies of the
plan to engineering review for approval.
