A. General Review Comments
It appears that this construction is very near, or possibly in, an existing stream buffer. Disturbance
within a stream buffer (including earthwork, tree removal, addition of structures) may only be
authorized by the County Engineer under Section 17 -321 of the Water Protection Ordinance. If
development is anticipated within the stream buffer, please submit an application for Request to
Develop in a Stream Buffer to the Community Development Department. If development in the
stream buffer is authorized, mitigation will be required.
Mitigation is required at 2 times the disturbed acreage (8800 x 2 = 17,600 sf) and the
following options are available (from the Albemarle County Design Standards Manual):
a. For every 400 square foot unit or fraction thereof, plant one (1) canopy tree measuring 1
1 /2" — 2" caliper or a large evergreen 6 feet in height, one (1)
understory tree measuring 3/4" — 1 1/2" caliper or one evergreen 4 feet in height, and one (1)
small shrub 15" — 18" in height.
17, 600sf x (I canopy tree + 1 understory tree + I shrub) 1400sf = 44 of each plant
(canopy tree, understory tree, shrub) would be required for a total of 132 plants.
b. For every acre or fraction thereof, plant 1,210 hardwood and/or pine seedlings on
approximately 6'X6' centers without tree tubes and mats.
17,600sf/43,560 = 0.404 ac x 1210 = 489 seedlings without tubes & mats
c. For every acre or fraction thereof, plant 600 hardwood and/or pine seedlings on
approximately 8'X8' centers with tree tubes and mats.
0.404ac x 600 = 24 seedlings with tubes & mats
B. ESC Plan Review Comments
1. The Erosion & Sediment Control Plan can not be approved until the matter of stream
buffer disturbance is resolved.
2. Please provide the Erosion & Sediment Control Plan (E &SC Plan) at a measurable scale.
3. Please add existing topography and existing stream buffers to the E &SC Plan. These
features can be found on the County GIS website.
4. Please add the limits of disturbance to the E &SC Plan.
5. A construction entrance (per Standard & Specification 3.02 of the Virginia Erosion &
Sediment Control Handbook) is required on the existing driveway.
Once these comments have been addressed, please submit 2 copies of the revised plans to Current
Development Engineering.
