Dear Mr. Davis:
I have reviewed your recent submittal for the above - referenced project received December 8, 2008. The
Albemarle County Architectural Review Board, at its meeting on December 15, 2008, addressed issues related
to the proposed street trees and the existing overhead power line /easement along the Avon Street Extended
right -of -way. In consensus the ARB took the following action:
CTS Avon Street — street tree /utility conflicts
Regarding the CTS Avon Street street tree /utility conflicts, it was the consensus of the ARB that a
more upright plant material should be used in place of the red Maples to avoid impacts to the tree
canopy by the power lines.
Outstanding issues, in addition to the above -noted action, that will need to be further addressed include:
The Southern Magnolia tree is a species that can reach heights up to 80' and widths up to 40'.
Replace the Southern Magnolia trees, proposed inside the overhead power easement along the
Avon Street Extended right -of -way, with a species whose size will not conflict with the overhead
power lines.
2. The Tulip Poplar tree is a species that can reach heights up to 100' and widths up to 50'. Replace
the Tulip Poplar species, proposed along the Avon Street Extended right -of -way, with a species
whose size will not conflict with the overhead power lines.
3. Make sure the landscape architect who designed your planting plan is aware of the overhead utility
lines (with associated easement) and comfortable that their choice of plantings adjacent to the
right -of -way will not require pruning by Dominion Power due to conflicts.
4. In this latest submission, Sheet E0.2 Site Boundary Photometric Plan contains the note: All poles
and associated light fixtures shall have natural aluminum finish. ARB guidelines require that all
site lighting poles and fixtures be either dark bronze or black. Revise the pole lighting note on
Sheet E0.2 Site Boundary Photometric Plan accordingly.
Please provide:
1. Two sets of revised drawings addressing each of these conditions. Include updated ARB revision dates
on each drawing. You may include only those drawings that are to be revised. Once it can be
determined that all issues have been resolved, a complete set of site and building drawings will be
needed for ARB signature.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting the
changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staffs review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.
