RE: SP200800060 Albemarle Baptist Christian School
Dear Mr. Deloach:
The Site Review Committee has reviewed the development proposal referenced above. The following
comments have been received from the reviewing agencies /departments:
Community Development Department
Zoning and Current Development Division
Planning Division
Engineering
Albemarle Architectural Review Board
Virginia Department of Transportation
Comments reflect information available at the time the development proposal was reviewed, and should not be
considered final. However, the Site Review Committee has attempted to identify all issues which could affect
approval of the proposed project.
Zoning
A parking analysis will be needed in order to assess the weekday parking use and availability, as well as
circulation & drop -off patterns.
Please indicate any outdoor activity areas on the site plan, along with the level of noise expected.
There are no active violations on this property.
Current Development
1. Applicant needs to contact the health department to make sure that the existing system can handle the
additional use.
2. Section 4.12.6 a parking study must be submitted to the zoning administrator. The study should show
proposed parking spaces. Please include in the parking study details pertaining to circulation, and designated
student drop of areas for buses and private vehicles.
3. Are there any proposed recess areas /playgrounds where the children will be playing outside? If so, the
impact to adjoining properties (noise) must be considered.

4. Please provide additional details on how the proposed 40 students will be enrolled in grades K through 12. Is
it three students per grade? Outline the 40 student progression from/within grades K through 12.
Planning

2. Provide location of school parking; drop -off area;
3. Provide hours / times of operation; days of operation;
4. Initial and ultimate anticipated enrollment for each grade;
5. Additional outdoor lighting;
6. What type of transportation is intended for students (bus, individual car);
7. Is after - school care to be provided;
8. Please contact the Health Department regarding well/septic/kitchen requirements. Please provide
copies of their comments.
9. Will there be a kitchen needed to provide meals? What meals will be provided?
10. Number of staff anticipated.
Engineering
Traffic generation and impacts need to be addressed. Turning movements at the entrance and on Hydraulic
Road should be examined.
VDOT
The application is unclear as to what the ultimate build out of the site will be. The plan shows future phases of
construction outside of the request to operate a school.
• Any future traffic generated from the site will access Rosyln Ridge road and enter Hydraulic road at an
unsignalized intersection. Currently, Roslyn Ridge Road carries 160 vehicles per day and Hydraulic Road
carries 26,000 vehicles per day. A large enough increase in the traffic from this site could possibly warrant a
traffic signal depending on the ultimate build out. If a signal were warranted, there would be a negative impact
on the traffic on Hydraulic road which is already congested.
ARB
The applicant's representative, Marcus Deloach, stated that no additional site or building construction was
included with this request. If changes to the exterior building, landscaping or parking are required, ARB
review will be required.
If you need additional information or need to discuss any of these comments, please give me a call at 434/296-
5823. A copy of the application process and the schedule for re- submittal of plans /information/materials is
enclosed, for your convenience. All applications, including review comments, also can be found at the
