Woodbriar Associates 22 December 2008 (E &S, FSP) (Rev9) 6 February 2000 (Rev9) Phil Custer (Rev9) The last engineering review of the site, road, ESC, and SWM plans for Briarwood (Phases IA, 113, and 8) was completed on 30 April 2008, by Jon Sharp, contained only administrative comments. Since that time, the applicant has added to the plan a new sewer main and has also modified the plan to address comments from the current development planner. This letter continues the format of the previous engineering reviews with additional comments on the latest changes to the plan. A. Road Plan (SDP200600041) 1. VDOT approval has been received. 2. The road bond is set at $3,164,840. (This number may need to be revised based on the changes to the plan required by comment B.1.) B. Final Site and Drainage Plan (SDP200600041) 1. A grading permit cannot be granted for disturbance outside of the phases of this site plan (Phase 8, IA, and 113). Proffer #2 of ZMA- 2004 -00014 and ZMA- 2005 -00009 No grading permit or building permit shall be issued by the County in any phase until the owner obtains final site plan and/or subdivision plat approval for that phase, with the exception that necessary permits for the construction of Briarwood Drive may be issued by the County once the owner obtains VDOT approval of the road plans for Briarwood Drive. This proffer does not allow for the construction of the sewer main through Phase 4. It appears Phase IA must be developed with Phase 4 unless significant changes to the sewer collection system are made or the proffer is modified with an amendment to the approved rezoning plan. 2. All sidewalks on private lots should be enclosed in an easement. C. Stormwater Management (WP0200600066) 1. The stormwater facility maintenance agreement has been approved. 2. The SWM bond is set at $428,000. (This number may need to be revised based on the changes to the plan required by comment B.1.) D. Erosion Control Plan (WP0200600066) 1. The ESC bond is set at $224,000. (This number may need to be revised based on the changes to the plan required by comment B.1.) 2. Please see comment B.1 above. Engineering Review Comments Page 2 of 2 A full review of the ESC measures for the new proposed work was not performed because of the proffer comment. However, a cursory review of the ESC measures yielded the following general comments to be considered by the applicant for future design of this area: a. Adequate perimeter measures do not appear to be provided. Silt fence is proposed perpendicular to contour lines and will not filter runoff. In instances such as this, silt fence should be replaced with diversions directing water to traps or basins. b. The maximum drainage area to CIP is 3 acres. c. Sediment traps appear to be in the way of proposed utilities and will only work once final grade is established.
