HomeMy WebLinkAboutARB200800171 Review Comments Preliminary Site Plan 2009-01-22COUNTY OF ALBEMARLE Department of Community Development 401 McIntire Road Charlottesville, Virginia 22902 -4596 Phone (434) 296 -5832 Fax (434) 972 -4126 January 23, 2009 Brian P Smith PE 105 W High Street Charlottesville VA 22902 RE: ARB2008 -00171 Faith Christian Center Intl. /Church Tax Map 78, Parcel 47 Dear Mr. Smith: The Albemarle County Architectural Review Board, at its meeting on January 20, 2009, completed a conceptual review of the site and building design and an advisory review for a special use permit of the above - noted request to construct a two story multi - purpose building to include a sanctuary, administrative offices, classrooms, along with playground, parking and associated site work. The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. Regarding the Advisory Review for the Special Use Permit: The Albemarle County Architectural Review Board, by a vote of 4:0 accepted the applicant's request for deferral of the proposed special use permit. Regarding the Conceptual Review of a Site and Building Design: The ARB provided the following comments on the conceptual review of a site and building design to be addressed in the applicant's ARB submittal for preliminary review: Submit a Preliminary ARB Site Plan application that addresses all of the checklist requirements and that includes: 1. A revised building design, addressing all Entrance Corridor Guidelines, with a design, including form, fenestration, materials, and colors that are compatible with historic buildings in the area, sensitive to nearby structures in the Corridor, with a human scale that is integral to the building and site design. Submit samples of all proposed building materials and colors with the application. 2. Revised west and south elevations free from any appearance of blankness through the use of design details, including but not limited to, the use of fenestration. 3. Drawings with a notation that the glass reflectance value shall be limited to 7 %. Include a sample of the glass with the submission. 4. The location of all proposed mechanical equipment. Include site and building sections that clearly demonstrate the equipment's lack of visibility, as seen from the Corridor. Include proposed dimensions of the mechanical equipment on the drawings. 5. Revised site and building drawings reflecting the same building footprint design. 6. A revised site /grading /parking design that reduces the grading impact and tree removal required, with a grading design that is more reflective of the surrounding topographic conditions. The use of steep, 2:1 slopes should be limited. Include a landscape plan that adequately addresses all Entrance Corridor guidelines and includes an appropriate planting design for all proposed slopes. 7. A revised stormwater containment design where the use of level spreaders, visible from the Entrance Corridor, is replaced with a method of stormwater containment that fits naturally into the topography with no need for screening. 8. A landscape plan that meets or exceeds all Entrance Corridor landscape guidelines, with the existing and proposed trees lines, the limits of grading and clearing, and the location and method of tree protection clearly indicated. 9. A lighting photometric plan showing the location of all proposed site, building and decorative lighting. Provide a luminaire schedule of all proposed exterior lighting on the photometric plan, clearly indicating all lighting options chosen, including but not limited to heights and colors proposed for all fixtures and poles. All fixtures emitting 3,000 or more lumens shall be full cutoff style fixtures. Furthermore, the ARB recommended that the applicant submit the following items for the next ARB review for the Special Use Permit: 1. A 3D model clarifying the degree of visibility of the site and building development. 2. Material samples, including the copper, block and glass. 3. A landscape plan, as developed as possible. You may submit your application for continued ARB review at your earliest convenience. Application forms, checklists and schedules are available on -line at www.albemarle.org /planning. Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on each drawing and an ARB approval signature panel. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval. If you have any questions concerning any of the above, please feel free to call me.
