Main St. Suite 400 Charlottesville, VA 22902 RE: ARB2008 -00158 Ekman (AT &T) Tax Map 87B, Parcel 4 Dear Ms. Carmichael: I have reviewed your resubmission for the above - referenced project received January 13, 2009. Outstanding issues that will need to be further addressed are shown in italics after the original comment from the Action Letter of December 19, 2008. 1. Revise all applicable drawings to accurately show the existing drip line of all five (5) existing trees inventoried and to indicate if site grading is proposed. If none proposed, provide a note on the drawing indicating that no site grading beyond the concrete pad is to occur. Relocate the proposed tree protection as close as possible to the perimeter of the tree canopy it is to protect. Provide written verification from a certified arborist that all proposed grading and the grading and /or digging required to install the concrete pad, monopole, and underground power and telephone lines will not be detrimental to the health of the trees that are to remain. Include any additional recommendations from the arborist for maintaining the health of the trees on the drawings. Provide a tree conservation plan with measures limiting impacts on existing trees to remain. Comments: Sheet A -1 "Compound Plan and Elevation" shows proposed underground power and telephone lines within the drip line of Tree #5. The trenching required to install underground utilities within the canopy of this tree would be detrimental to the root system and the health of the overall tree. The Tree Conservation Plan, included with this submission, states that trenching and excavating within the Tree Protection Zone will not be allowed without consulting the certified arborist. SheetA -1 appears to indicate that there is adequate room to install the underground utilities outside of all tree canopies. Recommendations: Revise all applicable drawings in this application to show proposed underground utilities located outside of the drip line, and corresponding root system, of all existing trees including but not limited to Tree #5. Please provide: 1. Two copies of revised drawings addressing the aforementioned comment. 2. A memo indicating specifically how the condition has been satisfied. If changes other than those requested have been made, specifically identify those changes in the memo, also. Clear, specific, and accurate information will facilitate the review of your submittal. 3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to ensure proper tracking and distribution. When staff s review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued.
