Zoning Administrator County of Albemarle 401 McIntire Road, North Wing Charlottesville, VA 22902 -4596 Re: Rivanna Quarry Entrance at the Stackhouse Site Dear Ms. McCulley, I am writing in response to your letter dated May 28, 2008 for the subject site entrance requirements and to address the questions within the letter. In my previous letter I stated that the entrance would need to be constructed to the current commercial entrance standards. This would require that the entrance meet the requirements'of The Minimum Standards of Entrances to State Highways, Virginia Administrative Code Title 24, Agency 30, Chapter 71. Under these requirements, the entrance must meet sight distance requirements, have the geometrical features of the CG -11 standard and be constructed of a stable material that is at least comparable to the surface of the adjacent road. I do agree that new quarry traffic to the existing Stackhouse entrance is an intensification of use and it is important to be sure that the entrance meets at least the minimum requirements as stated above. To answer your questions in the May 28h, 2008 letter: 1. I do not recommend changes to the existing site entrance. We have verified adequate site distance at this location, adequate width and the surface is the same material as the road. This entrance at least meets the minimum requirements set forth by VDOT. 2. The additional use of the entrance does not require an entrance permit. Only construction within the ROW will require a pernilt. However; according to 24 VAC 3C 71 -140; Tenure of Commercial Entrances, VDOT can periodically review the maintenance of entrances to ensure safety and require changes be made to make the entrance safe. 3. VDOT has no plans to place any restrictions on the direction of the truck traffic. I have reviewed this entrance and verified that it meets the standards for a commercial entrance under the current standards.
