HomeMy WebLinkAboutARB200800163 Review Comments Final Site Plan and Comps. 2009-03-05�� OF ALBS, �'IRGI1�1�' COUNTY OF ALBEMARLE Department of Community Development 401 McIntire Road, North Wing Charlottesville, Virginia 22902 -4596 Phone (434) 296 -5832 March 6, 2009 Brian Bradner Dewberry & Davis, Inc. 551 Piney Forest Road Danville, VA 24540 RE: ARB- 2008 -163: Walmart Tax Map 45, Parcel 68D 5 Dear Mr. Bradner: Fax (434) 972 -4126 I have reviewed your recent submittal for the above - referenced proposal, which included the following items: • Sheet ARB -0 dated 1/22/09. • Sheet ARB -1 -4, and 7 dated 8/11/08. • Sheet ARB -5, 6, and 8 dated 10/31/08. • Sheet ARB -9 dated 1/22/09. • Architectural Drawing Sheets 1 -11 dated 1/16/09. I have the following comments based on our ARB action letter of December 19, 2008. 1. Comment: A condition of ARB approval was: "Provide a color choice on the cut sheets for all the proposed light fixtures, freestanding light poles, and bollards. Revise the lighting plan to include the proposed lighting cut sheets, illustrating the fixture and placement of the bulb, within the set of full size site plan lighting plan drawings." • Only some of the cut sheets for the proposed lighting fixtures were included in the site plan on Sheet ARB -9. Cut sheets for lighting fixtures 70, F, G, and L were not provided. • The lighting information is divided between the site plan and architectural drawings, which is confusing. • Sheet ARB -8 is showing Greenbriar Wall Sconces along the front fagade, while the Lighting Fixture Elevation drawing is showing 7000 Series Knuckle and Yoke Mount 70 Watt HID Maximum Flood Lights proposed along the front fagade. The 7000 Series Flood Lights proposed along the front fagade also appear to be able to tilt, and is generally not an appropriate wall light fixture in the EC. • The finish colors for the light fixtures on the Light Fixture Elevation drawing were provided. However, the finish colors for the fixtures proposed on Sheet ARB -9 were not identified on the plan. The written description of the proposal states the color proposed for these fixtures is black, but this note also needs to be included on the site plan. • The drawing for the Greenbriar light fixtures to be mounted on the poles in the parking lot on Sheet ARB -9 shows the option to have a decal stripe in the center of the fixture. Revisions Needed: Include all of the site and exterior wall light information in the site plan and the luminaire schedule. Include all the cutsheets in the site plan. The light fixtures shown in the architectural drawings must match the light fixtures and locations shown in the site plan. Any details included on the architectural drawings must also match and be included in the site plan. Make all the light fixture locations and symbols on the site plan easily legible. Include the finish colors for all the light fixtures on the site plan. Label the cutsheets to match the luminaire schedule. Include a note on the Lighting Plan that the pole light fixtures will be solid black. 2. Comment: A condition of ARB approval was: "Revise the proposed light fixtures underneath the "Home & Living" and "Market & Pharmacy" channel letter signs to a light fixture that is a full cutoff style fixture or revise the proposed fluorescent light source to a bulb that is less than 35 Watts in a fixture that shields the light to eliminate glare, as required by the EC Guidelines." The proposed light fixtures have not been revised since the last proposal. After further review, it has been determined this is not an appropriate location for a light fixture even if it were to be full cutoff or 35 watts or less. A full cutoff light fixture would either create a glare on the building under the signage, or create a glare underneath the canopy depending on which way the fixture is positioned, which is incompatible with the EC Guidelines. Revisions Needed: Revise the drawings to eliminate the proposed light fixture under the "Home & Living" and "Market & Pharmacy" signs. 3. Comment: The written description states and the elevation drawings show that the non - illuminated bollards, benches, and trash cans along the front fagade are to be painted "Walmart Medium Blue." The proposed blue is not coordinated with the overall color scheme of the building and signage. Revisions Needed: Revise the color of the non - illuminated bollards, benches, and trash cans to one that is more coordinated with the color palette of the building and signage. Bronze or black would be appropriate for the benches and trash cans, and a color coordinated with the CMU or EIFS material of the building might be appropriate for the illuminated bollards. Please provide one set of revised drawings addressing the above issues and a memo outlining how you've addressed each issue. Submit the attached "Revised Application Submittal" form with your revisions to ensure proper tracking and distribution. When staff's review of this information indicates that all conditions of approval have been met, a Certificate of Appropriateness may be issued. If you have questions, feel free to contact me.
