The engineering analysis of the request follows: Description of critical slope area and proposed disturbance: This is a 4.217 -acre RA zoned parcel in the Batesville area of Route 29 south. The applicant is proposing an approximately 130 -foot access road to a 400 square foot gravel compound for a communication tower. The proposed critical slope disturbance is for the access /maintenance road to the tower location. This disturbance is the shortest but may not be the least obtrusive path to the tower site. Areas Acres Total parcel acreage 4.217 acres approximately Critical slopes on parcel 0.874 20.7% of site Critical slopes disturbed 0.016 1.8% of critical slopes Exemptions to critical slopes waivers for driveways, roads and utilities without reasonable alternative locations: This disturbance is not exempt per Section 18- 4.2.6. A field visit on 2/20/09 divulged an existing alternate path from the driveway to the tower location that would not disturb critical slopes and still maintain the character of the property and tower site. Compliance with Zoning Ordinance 18 -4.2: "movement of soil and rock" Proper slope construction, control of drainage, and vegetative stabilization will prevent any movement of soil. "excessive stormwater runoff' Stormwater runoff will not be significantly affected in this area. "siltation" Inspection by the County will facilitate siltation control during construction. Proper stabilization and maintenance will ensure long term stability. "loss of aesthetic resource" This area is not visible from the road and houses in the area. "septic effluent" This project does not require sanitary service. Based on the review above, engineering believes an alternate access route is available to the tower location that would not create a disturbance of the critical slopes as shown. file: Elcsw_MRG_Woodson Property A1'&T.doc
