HomeMy WebLinkAboutSUB200900022 Review Comments Preliminary Plat 2009-03-13*-&A County of Albemarle Department of Community Development Memorandum To: Megan Yaniglos, Current Development Project Planner From: Phil Custer, Current Development engineering review Date: 13 March 2009 Subject: Pounding Branch Phase I1 Preliminary Plat (SUB- 2009 - 00022) The preliminary plat for Pounding Branch Phase H has been reviewed. This application is a rereview of a preliminary plat that was approved in January of 2008 that has since expired (SUB- 2007 - 00120). 1. This plan appears match the approved preliminary plat (SUB- 2007 - 00120) except a few minor changes in the area of Pounding Branch Lane. The road was shortened at least 200ft. The previously approved plan had 5 lots off of Pounding Branch Lane, but this latest submittal has only 3 lots and a portion of the preservation lot. Otherwise, the plan appears to match the approved plan from last year. 2. Critical slopes are disturbed with this road alignment. A waiver of this disturbance is necessary unless the disturbance is considered exempt under section 18- 4.2.6c by the agent. There appear to be alternatives to the disturbance. For instance, the road alignment on sheet S6 has less critical slope disturbance for the road than the alignment on S3. And, with more modifications to the roadway, no critical slope disturbance appears to be possible. 3. Removal rate calculations for this project have not been submitted with this application. However. engineering has reviewed a full WPO plan (WPO- 2008 - 00103) and is confident the current alignment does not prohibit the applicant to provide the county's minimum Stormwater Management requirements. We ask that the applicant show the locations of the stormwater management facilities requested in the last WPO plan review to be shown on this preliminary plat and the removal rate calculations included with this submittal. 4. The cover sheet states that the topography shown is from the county's loft contour intervals. In the summer of 2008, county topography was updated to 4ft contour intervals for the entire county. Please use the latest version of county topography or the aerial survey that was used to design the ESC, SWM, and road plans. [14- 302.A.12] 5. The slope of the ditches in the road section should be 3:1. 6. Engineering analysis of the waiver of 14 -404 will appear in a separate document. 7. The by -right plan shown on sheets S6 and S7 does not actually appear to be completely by -right. The plan would require a critical slope waiver from the Planning Commission. Also, under 17- 320D.6, this property would only be allowed 1 stream crossing and two are shown in the by -right plan. An exemption of the 1 stream crossing per parcel is possible by ordinance, but it is unlikely that the situation proposed by the applicant would meet the criteria set out in the ordinance. [17- 320D.6, 17- 321.41 Please adjust the by -right plan so that one crossing for the parcel is shown or write a request to the County Engineer for a second crossing. Otherwise, the staff report will acknowledge that the by -right layout would require a variance /waiver from the County Engineer for a second crossing. File: E1_ppt_PBC_sub200900022.doc
