Review comments from the following agencies, divisions, or departments are included in this correspondence: • Planning Division • County Engineer • Division Zoning • VDOT • Current Development • Health Department As there are now multiple review comments, they have been organized in the following manner in order to assist you with the re- submittal and with our next review: • The comments provided on January 5, 2009, are copied and italicized below as reference. • The responses to the comments and concept plan submitted on February 13, 2009 follow the earlier comments. • A check -off list and space for comments has been provided A copy of the re- submittal schedule is enclosed. It is important to submit all of the information/changes at the same time. Please provide one reduced size plan (11" X 17 ") and nine (9) full -sized copes of the Concept Plan and nine (9) copies of any correspondence. The receptionist in the Community Development Department will date stamp the materials in and forward them to me for distribution. Please note that the date of the re- submittal will determine the public hearing schedule. A. The Planning Division comments: January 5, 2009: 1. Show location and number of classrooms on plans; show outdoor play areas; 2. Provide location of school parking; drop -off area; 3. Provide hours / times of operation; days of operation; SP200800060 Page 1 of 4 4. Initial and ultimate anticipated enrollment for each grade; 5. Additional outdoor lighting; 6. What type of transportation is intended for students (bus, individual car); 7. Is after- school care to be provided; 8. Please contact the Health Department regarding well /septic/kitchen requirements. Please provide copies of their comments. 9. Will there be a kitchen needed to provide meals? What meals will be provided? 10. Number of staff anticipated. March 18, 2009: The left side yard has been identified on the concept plan, but the plan does not specify that this area will be used as a play area. The concept plan does not identify the location of school parking or the drop -off area. The comment letter states the ultimate goal for enrollment, but does not state the initial enrollment anticipated for each grade. Next re- submittal: ❑ Included on Plan ❑ Information provided in letter Comments: B. County Engineer January 5, 2009: Traffic generation and impacts need to be addressed. Turning movements at the entrance and on Hydraulic Road should be examined. March 18, 2009: Traffic generation and impacts need to be addressed. Turning movements at the entrance and on Hydraulic Road should be examined. This is a repeat comment. The applicant's response indicated they had a "verbal approval of turning movements" from VDOT; however, this is likely to be an issue at public hearing, and it is recommended that documentation be provided in the form of VDOT written approval of traffic analysis information. Next re- submittal: ❑ Information provided in letter Comments: C. Zoning Division January 5, 2009: A parking analysis will be needed in order to assess the weekday parking use and availability, as well as circulation & drop -off patterns. Please indicate any outdoor activity areas on the site plan, along with the level of noise expected. There are no active violations on this property. March 18, 2009: The parking analysis requested in the 12/29/2008 comments was addressed in the latest submittal to a certain extent. However, it is still requested that they compare the available parking (7 1) with the proposed parking to be used on the weekdays when the school is in operation. This would include the teachers and staff for the school, the weekday staff of the church and any other short or long term parking needs during the weekday. It appears that all of the parking and drop -off activity can take place in an orderly fashion on -site, but the applicant needs to go through the exercise of showing the numbers for assurance. SP200800060 Page 2 of 4 Next re- submittal: ❑ Information provided in letter Other: D. VDOT January 5, 2009: The application is unclear as to what the ultimate build out of the site will be. The plan shows future phases of construction outside of the request to operate a school. • Any future traffic generated from the site will access Rosyln Ridge road and enter Hydraulic road at an unsignalized intersection. Currently, Roslyn Ridge Road carries 160 vehicles per day and Hydraulic Road carries 26,000 vehicles per day. A large enough increase in the traffic from this site could possibly warrant a traffic signal depending on the ultimate build out. If a signal were warranted, there would be a negative impact on the traffic on Hydraulic road which is already congested. March 18, 2009: The application is unclear as to what the ultimate build out of the site will be. The plan shows future phases of construction outside of the request to operate a school. This is a repeat comment as the applicant has not submitted written VDOT approval of the proposed application, and this will likely be an issue at public hearing. Current Development January 5, 2009: 1) Applicant needs to contact the health department to make sure that the existing system can handle the additional use; 2) Section 4.12.6 a parking study must be submitted to the zoning administrator. The study should show proposed parking spaces. Please include in the parking study details pertaining to circulation, and designated student drop of areas for buses and private vehicles; 3) Are there any proposed recess areas /playgrounds where the children will be playing outside? If so, the impact to adjoining properties (noise) must be considered. March 18, 2009: A parking study was not attached to the letter submitted on February 13. The parking study will be required for review of this special use permit. ❑ Information provided in letter Comments: SP200800060 Page 3 of 4 F. Health Department March 18, 2008: The sewage disposal system is sufficient for the 40 students. The kitchen design has not been reviewed for compliance with VDH regulations; however, it is exempt if the students bring all lunches from home and no meals are prepared on site, which is the situation for this application. The applicant still needs to submit a written letter of approval from the Health Department indicating that the existing system can handle the additional use on the site. ❑ Information provided in letter Comments: If you have any questions, please call me at 434 - 296 -5832 extension 3029.
