HomeMy WebLinkAboutSP200900002 Review Comments Special Use Permit 2009-03-06c��pF AL &FA9'P �'IRGINIP County of Albemarle Department of Community Development Memorandum To: Valerie Long From: Gerald Gatobu, Principal Planner Division: Zoning and Current Development Date: March, 6 2009 Subject: SP2009 -00002 Keswick Hunt Club AT &T CV333A Tier III PWSF The County of Albemarle Division of Zoning and Current Development will grant or recommend approval of the Special Use Permit (Tier III Tower) referred to above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision /Zoning Ordinances unless otherwise specified.] 1. [5.1.40.a.4.a] The location and dimensions of all existing and proposed improvements on the parcel including access roads and structures, the location and dimensions of significant natural features, and the maximum height above ground of the facility (also identified in height above sea level). The top of the pole elevation is 531.5 feet [AMSL] and the tree top elevation is 520 feet [AMSL]. This means that the pole is 11.5 feet [AMSL] above the reference tree as opposed to 10 feet AMSL. Please revise or explain the difference. 2. [5.1.40.a.4.d] Please provide identification of each paint color on the facility, by manufacturer color name and color number. A paint chip or sample shall be provided for each color. 3. [5.1.40.a.4(f)] The height, caliper and species of all trees where the dripline is located within fifty (50) feet of the facility that are relied upon to establish the proposed height and/or screening of the monopole. All trees that will be adversely impacted or removed during installation or maintenance of the facility shall be noted, regardless of their distances to the facility. Show or note all trees that will be adversely impacted or removed during installation or maintenance of the facility on the site plan. I could only count two trees that are to be removed during installation. Are these the only trees that are going to be removed during installation or maintenance of the facility? 4. [5.1.40.a.5] Photographs, where possible, or perspective drawings of the facility site and all existing facilities within two hundred (200) feet of the site, if any, and the area surrounding the site. The facility shall not be located so that it and three (3) or more existing or approved personal wireless service facilities would be within an area comprised of a circle centered anywhere on the ground having a radius of two hundred (200) feet.[5.1.40.d.4] Please add a note on the plan that indicates the number of existing or approved personal wireless service facilities within an area comprised of a circle centered anywhere on the ground having a radius of two hundred (200) feet 5. [5.1.40.c.2.ii] outdoor lighting for the facility shall be permitted only during maintenance periods; regardless of the lumens emitted. Any proposed outdoor lighting for this facility? If so, each outdoor luminaire shall be fully shielded as required by section 4.17 of this chapter; 6. [5.1.40.c.3] the total number of arrays of antennas attached to the existing structure shall not exceed three (3), and each antenna proposed to be attached under the pending application shall not exceed the size shown on the application, which size shall not exceed one thousand one hundred fifty two (1152) square inches; Please show /depict the size of the proposed antennas. They need to be less than or equal to 1152 square inches. 7. [5.1.40.c.4] Please note that prior to the issuance of a building permit, the applicant shall submit a tree conservation plan prepared by a Certified Arborist. 8. [5.1.40.d.8] Each wood monopole shall be constructed so that all cables, wiring and similar attachments that run vertically from the ground equipment to the antennas are placed on the pole to face the interior of the property and away from public view, as determined by the agent. Consider using a conduit that will hide the wiring on the pole facing the interior of the property. The conduit can then be painted to match the wood monopole. Additionally, there are several references to the monopole being made of steel and not wood on page CV333A -A -OA (height of the tower is also incorrect on this page) and on page CV333A -A -5.
