Memorandum
To: Joan McDowell, Senior Planner
From: Glenn Brooks, County Engineer
Date: 24 Mar 2009
Subject: Earlysville Service Center Relocation (SP200800025)
The letter from Mr. Wyant submitted as a certified engineers report has been reviewed. Please refer Mr.
Wyant to Chapter 9 of the Design Manual. This should be a Type 2 report. It should be sealed, and
contain actual measured data from the existing facility. Some information that would be appropriate in this
case would be; a floor plan for the operation showing the working areas, openings, storage of hazardous
materials, spill containment areas and physical safety barriers or measures. MSDS information for
solvents, paints, fuels, greases, oils, gases, cleaners and other items stored and used in the operation should
be provided. Actual manufacturer's data for new equipment, and actual testing of existing equipment for
noise levels, as well as physical barriers and distances to property lines and neighbors should be provided.
This appears necessary for compressors, lifts, welding torches, grinders, and any other machinery. A
description of motor noises expected would also be helpful. These should all be compared to allowable
levels at the property lines. Gas discharges from motors and machinery, or painting operations, as well as
odors are sometimes important to neighbors. Water pollution will be a concern from grease traps, and
discharges will need to be specified. Discharging these into the sanitary drainfield is not typically
permitted, and they have the potential to kill biofilters. Any flood lighting, security lighting or building
lighting should be specified, as these are the most frequent sources of glare. Lastly, all state and federal
permits, such as for DEQ, EPA, or other agencies, should be included.
