Please provide copies of federal and state permits for stream disturbance (Army Corps, VDEQ, etc.). 2. Roads are shown across areas marked in red on Exhibit C of the approved rezoning application. Road construction will not be permitted until the Planning Department has approved the archaeological surveys for the road construction areas and has confirmed that proffer 10 has been addressed. 3. Road vertical and horizontal geometry were not reviewed at this time because of the road classification and design speed issues brought up by VDOT in Joel DeNunzio's email on April 20'' 2009. 4. The road right of way should extend to Ift beyond all sidewalks maintained by VDOT. 5. Please show the tree planters in plan view in the 12ft sidewalk when proposed. 6. "Construction and dedication to public use of each transit stop shall occur in conjunction with the construction and dedication of the road section on which such stop is located." (Proffer 7B) Please show designs for all transit stop improvements matching the descriptions provided in the Code of Development, application plan, and proffers. 7. Please show street furniture, lighting, bike racks, and trash receptacles at regular intervals along the roadway as described in the Code of Development. 8. Bus pulloff dimensions will need to be approved by CTS. I have forwarded the bus pulloff designs to the Transportation Planner, Juan Wade, who will be contacting CTS. 9. The application plan and code of development talks at length about Biscuit Run promoting pedestrian trips but there appear to be no crosswalks on the entire East -West Connector. Please provide safe pedestrian crossings of the road using measures listed in the code of development. 10. Safety slabs have not been provided on all structures deeper than 12ft. 11. Please be sure the note regarding IS -1 is on all profile sheets. 12. All changes in direction in storm sewer systems must be 90 degrees or greater. 13. Please provide a Ift clearance for storm sewer pipe crossings. 14. Engineering will not verify with this review the capacities of these pipe systems considering the full buildout. At the time new drainage networks are proposed to be attached to a previously built system, an analysis of the as -built drainage system will be required. All pipes and inlets appear to be sized correctly for the post - development conditions of this plan. 15. Please provide traffic control signs on the plan. Please also provide a street name sign at the intersection with Route 20. 16. Please show all underdrains on the road profiles. 17. Bike lanes must be maintained through all intersections. In many instances, bike lanes disappear when right turn lanes are introduced. Please revise the plans to meet VDOT and AASHTO guidelines. Please provide appropriate signage warning of movement conflicts on the plan. 18. Please consider reducing the length of some of the steep grades to lengths closer to those recommended in VDOT's road design manual in a table on shared use paths. As designed, the steep road grades would discourage many would -be bicyclists from using this East -West Connector. This is not a county requirement. 19.
