Subject: SDP 06 -041 Briarwood, Phases IA-1, 1B-1, and 8 Final Site Plan
The Current Development Planner has reviewed the submitted final site plan referenced above
(stamped 3- 9 -09). This final site plan is subject to the conditions of Preliminary Site Plan SDP -
2005 -055. The Final Site Plan will not be approved/signed until the following conditions have
been satisfied:
The following comments were not addressed and are carried over from my 2/2/09 comments:
1. [ 18.4.16.2] Please indicate on the plan what kind of ground cover will be used in the Tot
Lots. Your Responses to Comments indicate this information was added to the cover
sheet, however I cannot locate it.
2. [18.32.5.6.0] Albemarle County Service Authority approval is required prior to our final
approval.
3. [18.32.5.6.i,n,s] Sidewalks (as required per ZMA Proffer #5) have been added along both
sides of the private streets, however they are provided inside proposed private lots and
thus an easement dedicated to public use is required to be shown on the plan.
4. [18.32.5.6.i,s] Please clarify what "access esmt." leaders are pointing to in various
locations on page 14. This may be addressing comment #4, however it needs to be more
clearly labeled and noted.
The following are new comments:
5. [18.32.5.6.b,c] The addition of Phase 4 must be reflected in all land use schedules; please
update all schedules and revise the cover sheet accordingly. Technically, lots 4A and 4B
are single family lots for the purposes of land schedules.
6. [18.32.5.6.c] Please clearly delineate the limits of each phase.
7. [18.32.5.6.s] It has been noted that the affordable housing note on the cover sheet has
been revised and the shading of the ADU units on sheet 4 has been removed. While not
required for approval, please either provide a list of the specific lots to be ADU (on the
cover sheet, as before) or, return the shading to the lots on sheet 4 (like on the last
submittal).
8. [18.32.5.6.s] While not required for approval, please number each of the "Notes" on the
cover sheet; the current format is confusing.
9. [18.32.5.6.i] Sheet 2, General Note #6 does not seem to correspond to streets included in
these phases. Please address.
10. [Comment- Proffer #4 of ZMA] Proffer #4 states that prior to the approval of Phases 4
and 5, Open Space for the passive recreation shall be dedicated. The Zoning

Administrator has determined that the installation of the sanitary sewer and grading that
are necessary for the construction of the street will not trigger this proffer, however the
grading and installation of retaining walls, beyond that which is necessary for the
installation of the street, will be considered development and would therefore trigger
compliance with this proffer. Therefore, to include the additional grading and retaining
walls (lot preparation) in this phase, you must:
a. Comply with Proffer #4 and identify the recreation/open space /trails on the plan
with appropriate design and notes regarding dedication;
b. Provide final site plan design of Phase 4 in its entirety, including lots;
c. Provide plat for the dedication of the recreation areas prior to final site plan
approval.
OR, alternatively, you may revise the plans to limit grading to the extent of that which is
necessary for the installation of the sewer line and road.
11. [Comment- Proffer #3 of ZMA] Proffer #3 addresses critical slopes. As shown in the
plans now, a waiver is required because they are grading beyond the area necessary for
the road.
12. The three "reserved for future lots" between 111 and 112 are gone from sheet 4 but
appear on the detail sheets. For consistency's sake, please include those three lots on
sheet 4 and be sure to label them as they are labeled on sheet 6.
13. Please delineate the area of the tot lots on sheet 4.
