SP2009 -00004 Old Crozet School Arts
I have reviewed the application dated February 17, 2009 and there do not appear to be any
issues with the special use that need to be addressed. This item is scheduled for a Planning
Commission public hearing on May 5, 2009. 1 will be in touch with you in a few weeks to discuss
the findings of the staff report that will go to the commission and any recommended conditions of
approval. Please remember that any site plan changes may fall under the zoning ordinance for
parking areas, entrance, etc., and /or the water protection ordinance provisions for added
impervious areas.
I have summarized the feedback received from reviewers below:
POTENTIAL HISTORIC DISTRICT (MARGARET MALISAWESKI)
The Old Crozet School is included within the potential Crozet National Register Historic District.
Maintaining the historic character of the school throughout its reuse is recommended so that its
status as a contributing structure in the historic district is not jeopardized. The applicant's project
description indicates no proposed changes to the building. Consequently, no negative impact to
the historic structure is expected from the proposed use.
VDOT
VDOT has said that the entrance is adequate for the same use as it had previously and it has
adequate sight distance.
PARKING (from Zoning)
Parking requirements for private schools are generally based on parking studies that are
prepared by an applicant. In this case much of the pertinent information for the study has already
been submitted with the application or is known and is summarized as follows:
The Field School will have an estimated maximum of 100 students and the
OCSA will have an estimated maximum of 84 students.
Prior to February 5, 2003 a middle school required 1 space per 11 pupils and
adult education required 1 space per 3 pupils. On this basis the Field school
would have required 9 spaces and the OCSA would have required 28 spaces for
a total of 37 spaces.
The site has 41 marked parking spaces and area for an estimated 21 additional
spaces for an estimated total of 62 spaces.

• One half to one third of the Field School students will arrive and depart by a bus
that shuttles students to and from Charlottesville. None of the Field School
students drive.
• It is not known how many OCSA students will drive themselves and park on site
and how many will be dropped off.
• There will be some overlap of scheduled classes between 3:30 and 4:00 in the
afternoon.
• Parking can be managed on the site by coordinating the schedules of the users
of the facility.
• Parking can also be managed by the terms of the leases.
• A limited parking study will be required consisting of a sketch plan to verify the
number and location of the available parking spaces on the site.
FIRE RESCUE (JAMES BARBER)
■ 1303 GPM @ 20 PSI as provided by ACSA is acceptable for the reuse of this
facility by the two schools there is no objection to the proposal as submitted.
■ Must comply with the Virginia Statewide Fire Prevention Code.
