Dear Mr. Smith,
I have reviewed the plans with revision date of March 29, 2004 submitted for the above-
referenced project. The revisions address all outstanding conditions of ARB approval. You may
consider this letter your Certificate of Appropriateness,but please note the following:
1. The approved light fixture for the canopy is the flat lens Lumark QC Quadra-Mark.
2. Be sure to include the notes regarding coordination of materials, colors, and details on the
architectural plans submitted with the Building Permit application to avoid delays in
ARB sign-off of the permit.
This approval is predicated on the fact that the design and materials, as proposed and exhibited
for review, will be used. The acceptance of approval implies that the applicant has agreed to
execute the design as indicated on the site plan, attachments, materials, samples, and other
submittal items presented.. Any change in the approved design or matenals will require an
amendment to the plan and must be reviewed and approved by the Architectural Review Board.

The Albemarle County Department of Building Code and Zoning Services
will approve this site plan amendment for zoning compliance when the
following items have been satisfactorily addressed. The Building Official
may provide separate comments. [Each comment is preceded by the
applicable reference, which is to the Zoning Ordinance unless otherwise
specified.]
1. [32.5.6(a)] Provide the adjacent parcel information for TMP 99-2 on the site
plan.
2. [32.5.6(a)] Reference and note all conditions of SP 2002-073 on the site plan.
3. [32.5.6(a)] Provide a north point on the site plan.
4. Please remove note 16 from the site plan.
5. [32.5.6(b)] Financial institutions require 1 space per 150 SF of gross floor
area, plus 25 SF per drive-in aisle. SP 02-73 allows for 2 drive-in aisles at
this site. Provide the following "Parking Schedule" on the plan.
• Financial institutions require 1 space per 150 SF, plus 25 SF per drive-in
aisle. 2 x 25 SF = 50 SF + 150 SF = 200 SF
• Spaces Required, 2215 SF/200 SF = 11 required parking spaces
6. [32.5.6(b)] The Parking Schedule notes "Medical/Dental" office use for this
site. Dental clinics require 1 space per 175 SF of net floor area. Professional
office (Medical) requires 1 space per 200 SF of net floor area. The use
requiring the most parking should be noted within the Parking Schedule.
Revise the schedule from "Medical/Dental" to Dental clinic @ 1 space per 175
SF.
7. [30.6] The final plan approval is subject to the issuance of a Certificate of
Appropriateness from the Architectural Review Board.

The Albemarle County Planning Commission meets in Room 241, Second Floor, County Office Building,401 McIntire

The Albemarle County Department of Building Code and Zoning Services will approve this site plan
amendment for zoning compliance when the following items have been satisfactorily addressed. The Building

the Zoning Ordinance unless otherwise specified.]
1. [32.5.6(a)] A Special Use Permit is required for the proposed drive-thru. Once approved, please reference
the SP number on the plan and note all conditions of the SP on the plan.
2. [32.5.6(a)] Please show the location of all adjacent parcels on the plan. Please note on the plan the owner,
tax map and parcel number, zoning and present use of adjacent parcels. TMP 86-27 is not an adjacent
parcel. Please remove this information from the plan.
3. [4.12.6.6] The retail area requires 1 loading space and the office area requires 1 loading space. Please
note on the plan the number of required and provided loading spaces and show all calculations. The required
number of loading spaces is calculated on the total square footage of both the existing uses and the proposed
uses. It appears that the total square footage for retail is 14,470 and for offices is 10,275. Loading spaces for
retail and office are calculated at 1 space per 8,000 sf gross.
4. [32.5.6(n)] Please note on the plan: No outdoor luminaires that emit 3,000 or more maximum lumens are
proposed for this site.
5. [32.6.6(j)] [4.17.4(b)] Include a photometric plan on the site plan demonstrating that parking area luminaires
are in compliance with 4.17.4 b. A photometric plan is required for all proposed lighting.
6. [30.6] The final plan approval is subject to the issuance of a Certificate of Appropriateness from the
Architectural Review Board.

Attached please find the requested seven(7)copies and one 11"x 17"reduced copy of the
revised plans. These revisions reflect comments from all of the departments including VDOT.
1. ARB
On Monday of this week the ARB approved the plan with the conditions that Margaret M.
recommended.Even though I haven't received Margaret's official letter from that meeting,I have
made changes to this plan to reflect those conditions.
2. Susan Snead
All of Susan's comments have been address except#1 and this will occur when we receive B.O.S.
approval.Item 9& 10 refers to lights that emit 3000 or more lumens.We won't have any this
bright.
3. Jay S.
The HC parking has been addressed as requested.
4. Patrick Powell
The road names have been added.
5. Allen Schuck
After discussing this item with him,and he with others in the Engineering Dept.the Stormwater
management and BMP requirements have been dropped.I can show a simple E&S plan later if
wish during the tentative approval process.

Phases 2&3.

Hello Brian:
I have evaluated the information that you have supplied to me with
regards to the Phase II and III expansion [basically two wings to be
added] to the Crossroads Store facility in North Garden:
-existing STP is rated for 20,000 gpd [verified by DEQ]
-long term potable water usage records indicate that water production is
well under 10,000 gpd and this does include some usage that does not
enter the sewage plant
-no sit-down restaurants included in the expansion
-no history of violations of the VPDES discharge permit w/DEQ
I feel that no upgrade to the sewage treatment works is necessitated by
this expansion and concur with your assessment that the original design
of the treatment works was intended to include the buildout in Phase II
and III.
The VDH engineer covering that area is Rob Van Lier,PE, in Earlysville,
434-975-0897. Rob may have direct, firsthand knowledge of this facility
and may also have additional input.

250.

The Site Review Committee has reviewed the development proposal referenced above. Preliminary
Comments for the following agencies, as applicable, are attached:

Albemarle County Service Authority
Comments reflect information available at the time the development proposal was reviewed, and should not
be considered final. However, the Site Review Committee has attempted to identify all issues which could

affect approval of the proposed project.
Please make the revisions that have been identified as necessary for preliminary approval by the Site Review
Committee. If you choose not to make the requested revisions, please submit in writing justification for not
incorporating such revisions. Submit seven full size copies and one 11" x 17" copy to the Depaitment of
Planning and Community Development. Responses to the attached comments of the Site Review Committee
must be submitted by January 13, 2003. Failure to submit this information by this date will result in
suspension of the review schedule.

This item is tentatively scheduled for a public hearing before the Planning Commission on March 4, 2003
and final action by the Board of Supervisors on April 9, 2003. This schedule is reliant on having

The Albemarle County Department of Building Code and Zoning Services will approve this site plan
amendment for zoning compliance when the following items have been satisfactorily addressed.The
Building Official may provide separate comments. [Each comment is preceded by the applicable
reference,which is to the Zoning Ordinance unless otherwise specified.]
1. [32.5.6(a)]A Special Use Permit is required for the proposed drive-thru. Once approved, please
reference the SP number on the plan and note all conditions of the SP on the plan.
2. [32.5.6(a)] Please show the location of adjacent parcels on the plan. Please note on the plan the
owner, tax map and parcel number,zoning and present use of adjacent parcels.
3. [32.5.6(b)] Please note on the plan the maximum number of employees.
4. [32.5.6(n)] Please dimension the existing building.
5. Due to zoning text amendments to the lighting ordinance, please change the lighting notes to the
following:
[4.17.4] Please note on the plan, "Each outdoor luminaire equipped with a lamp which emits 3,000 or
more maximum lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light
away from adjoining residential districts and away from adjacent roads."
[4.17.4.3] Please note on the plan, "The spillover of lighting from outdoor luminaires onto public roads and
property in residential or rural;areas zoning districts shall not exceed one-half(1/2)foot candle."
6. [4.12.6.6] Medical/dental offices require 1 parking space per 200 square feet net. It appears that the
gross square footage was used to calculate the parking. The required number of spaces for Phase 2
medical/dental offices is 9. The required number of spaces for Phase 3 medical/dental offices is 6. The
total number of required spaces for Phase 2 is 58. The total number of required spaces for Phase 3 is
34. The total number of required spaces for the entire project is 187. Please revise the notes on the plan.
7. [4.12.6.6] The retail area requires 1 loading space and the office area requires 1 loading space.
Please note on the plan the number of required and provided loading spaces and show all calculations.
8. [32.5.6(n)] Show the location of all outdoor lighting on the plan.
9. [32.6.6(j)] Provide a description and photograph or diagram and show the location of each type of

Due to the total number of parking spaces proposed for this site (194), there must be six barrier-free
parking spaces. These should be distributed around the buildings, and must include some van-
accessible spaces. It is recommended that one van-accessible space be provided for the lower elevation
building entrances, and one for the upper elevation entrances. [2000 Virginia Uniform Statewide Building

The preliminary site plan for the Crossroads Store Phase 2 &3, Major Amendment, received on 03 Dec
2002 has been reviewed. The Engineering Department will recommend approval when the following
items have been addressed:
1. It appears that some stormwater management may be necessary. Please provide conceptual BMP
computations and design as given in the interim design manual for Phase 2 &3. Include drainage area
maps. Conceptual BMP's must capture as much site drainage as practicable and meet target removal
rates. [17.315, 18-32.56k]
2. The approval of the special permit for the proposed bank drive-in.
The following items must be reviewed and approved by the Engineering Department before tentative
approval of the final site plan can be granted. A completed submittal form and application, available at
the Engineering Department, must accompany all submittals. The required number of copies and the
required fees are indicated on the form and application.
A.An erosion control,plan will be needed if disturbances exceed 10,000 SF,. The erosion control plan
should contain a narrative and computations. [18-32.7.4.3, 17-203]
B.A completed application and fee for erosion control and stormwater management, if applicable. [17-
203, 17-303]
C. A stormwater management/BMP plan and computations. Computations must include water quality
and detention routings for the 2yr and 10yr storms. [17-304]
D.A completed stormwater management facilities maintenance agreement and fee, if applicable. [17-323]
