Zoned Planned Development Shopping Center (PDSC), Entrance Corridor (EC) Owner Notch'd LLC Applicant Richard L. Jones, Jr. Magisterial District Whitehall Proposal To construct commercial and office space in two buildings, with associated site improvements. ARB Meeting Date May 18, 2009 Staff Contact Margaret Maliszewski SITE/PROJECT HISTORY The ARB conducted preliminary reviews of this proposal at the September 2 and February 2, 2009 ARB meetings. The action letter from the February 2 meeting is included as Attachment A to this report. CONTEXT The site is currently developed with a 11/2 story house used as a restaurant and a 1- and 2 -story block building housing commercial and office space (video store). Charlottesville Self Storage (approved by the ARB in 2005) is adjoining to the west. The former Con -Agra complex is across Route 240 to the south. There is an undeveloped property to the east. PROJECT CHANGES The applicant has made several revisions to the proposal. Of the 13 comments from the preliminary review, 5 were not addressed completely. The primary change to the proposal is the redesign of the exterior architecture. The design now has less of the appearance of multiple different parts and is more coordinated overall. The design is less busy and also appears somewhat larger in scale. The simplicity and hierarchy issues of the previous reviews appear to have been resolved. The stone base has been deleted and EIFS is now limited to the gable faces and louvers. VISIBILITY The development will be readily visible from the Entrance Corridor. ARB 5/18/2009 Three Notch'd Center - Page 1 ANALYSIS (based on site plan sheets 1 -18 with revision date of 3/27/09; architectural elevations sheets SKI -SK3 with revision date of 30 March 2009; color renderings southeast, southwest and evening views dated 30 March 2009; color freestanding sign drawing undated; channel letter sign information undated; landscape spotlight information dated 3/16/09; sign criteria outlined undated) Issue: Coordination of site plan and architectural drawings Comments: The elevations of the proposed buildings have changed considerably since the last review. However, the footprint of the building on the site plan has not been revised to coordinate with the elevations. The wall lights shown on the elevations do not match the locations shown on the lighting plan. Also, elevations SKI. 1 and SK1.2 are mislabeled as to direction (east and west). Recommendations: Revise the footprint of the buildings on the site plan to coordinate with the revised elevations. Revise the wall light locations shown on the lighting plan to coordinate with the wall lights shown on the elevations. Revise the labels for elevations SK1.1 and SK1.2 to correct the directions (east/west). Issue: Gable details Comments: In the revised building design, five gables face the EC. A window is centered in the 32' -wide gable at the west end of the building. The other gables have details that resemble round louvers. The louver in the 40' -wide gable looks under - sized; a window may be more appropriate. Recommendations: Revise the louver in the 40' -wide gable to an appropriately scaled window. Issue: Cornice details Comments: As a result of the last review, the applicant was asked to revise the cornice details to reflect a more traditional fascia and soffit arrangement with trim detailing. The cornice details were removed from the plans. Recommendations: Add cornice details to the architectural drawing set that reflect a traditional fascia and soffit arrangement with trim detailing. Issue: Materials Comments: The following materials are proposed for the buildings: • Brick in Old Virginia Poplar Forest • Siding in horizontal Hardi -plank in Autumn tan; Hardi- corner boards, frieze boards and trim in Arctic white • Dryvit in Manor White • Timberline shingles in Shadow Accent Ultra Burnt Sienna Blend • Dark brown metal roof • Shutters in black • Gutter /downspouts in white aluminum A sample board has been submitted. The materials and colors appear to be coordinated and appropriate for the Entrance Corridor. However, clear window glass has not been indicated on the drawings and the material of the first floor window heads has not been identified. Recommendations: Identify on the drawings the material of the window heads and provide a sample. Indicate on the drawings that window glass will be clear. ARB 5/18/2009 Three Notch'd Center - Page 2 Issue: Second -story bridge Comments: A second -story bridge is proposed between the two buildings. Comments from the last review required that the plans be modified to clearly show that the bridge is occupiable space. This has not been done. Recommendations: Revise the plan to clearly show that the second -story bridge is occupiable space. Issue: Dumpster Comments: A note on site plan sheet 3 states that the dumpster will have a wooden enclosure. Notes on the site plan drawings indicate that the enclosure will be masonry. Masonry is the appropriate material. Recommendations: Revise the note on site plan sheet 3 to indicate that the dumpster enclosure will be masonry to match the building. Issue: Planting Comments: • The Zelkova located next to the freestanding sign is mislabeled with a note that reads "4 Prunus". • The Red Maple located east of the loading zone is proposed directly over the sanitary line. • The Arborvitae previously proposed along the northern property line have been replaced with mixed groups of Red Maples and American Holly. As illustrated, some of the trees would be planted too close together to allow for healthy growth to a typical mature size. • EC guidelines require trees 40' on center at the perimeter of parking areas. Trees have not been provided along the western property line. The applicant has added a note to the plan stating: "Ex. 8' prescriptive power easement to be field located," indicating that existing utilities preclude the ability to plant trees in this area. 140 parking spaces are required for this development and 141 are provided. Consequently, one space along the western property line could be converted to a planting island to provide one of the three trees required in this area. Also, a tree added to the island west of the western entrance to the site would further mitigate the lack of perimeter trees. Recommendations: • Delete the "4 Prunus" note from the Zelkova located next to the freestanding sign. • Shift the Red Maple located east of the loading zone away from the sanitary line. • Revise the spacing of the trees along the northern property line to maintain the mixed planting, but to allow for healthy growth of the trees. • Convert one of the 12 parking spaces located along the southern end of the western property line to a planting island and add one tree at 21/2" caliper in that planting island. • Add a 21/2" caliper tree in the island west of the western entrance to the site. Issue: Lighting Comments: Downlights are proposed at the bridge between the two buildings. Cut sheets for these REC fixtures were requested after the last review, but they have not been provided. The standard lighting note is still missing from the plan. Recommendations: Provide for review the cut sheet for the REC fixtures and include it on the plan. Include the following note on the plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one -half footcandle." ARB 5/18/2009 Three Notch'd Center - Page 3 Issue: Standard notes Comments: The standard mechanical equipment note appears on the site plan but is missing from the architectural plans. Landscape notes 4 and 5 (now on sheet 12) don't appear to apply to this proposal. They should be removed from the plan or the notes should be revised to clarify how they relate to this proposal. Recommendations: Include the following note on the architectural plans: Visibility of all equipment from the Entrance Corridor shall be eliminated. Eliminate landscape notes 4 and 5 from sheet 12 or clarify in greater detail on the plan how they apply to this proposal. Issue: Signs Comments: • A freestanding sign is proposed just west of the entrance to the plaza that is located between the two buildings. It is proposed with external illumination (total 6 ground- mounted up- lights) and base plantings. The type of base plantings is not identified on the drawing, but the written description states that four shrubs and perennials in front of shrubs are proposed. Shrubs don't appear at the sign on the landscape plan. The monument is faced with stone, but the stone has been eliminated from the building design; consequently, the sign material is no longer coordinated with the development. • Wall signs are shown over some of the windows and doors on the elevation drawings. The locations appear appropriate. Proposed signs are reverse channel letters with LED illumination for a "halo" effect. The letters would have black aluminum faces with black trim caps and returns and would be mounted on raceways. The applicant has indicated that sign size will vary depending on the tenant and that height and length of the sign would be proportional. The signs illustrated on the elevation drawings are 12" tall. It is recommended that wall signs not exceed 18" in height and be limited to locations directly over the first story windows and doors, as illustrated. Halo -lit channel letters are expected to have an appropriate appearance. Graphics/logos were not addressed in the applicant's sign proposal. Recommendations: Revise the freestanding sign design to coordinate with the revised materials of the proposed buildings. Revise the landscape plan to add the shrubs included in the freestanding sign description. Revise the "sign with plantings" note on the landscape plan to indicate "perennials ". (The specific type of perennials need not be specified.) Note that the sign location is provided for information and coordination at this time. Final approval of the sign location will not be granted until a sign permit application is made, reviewed and approved by the County. Wall sign criteria shall be as follows: • Sign type: Reverse lit channel letters • Illumination type: Internal LED • Colors: Black faces, trim caps and returns • Size limits: 18" letter height, maximum • Locations: Centered over first story windows and doors • Mounting: Raceway, raceway color to match wall surface • Graphics /logos: Limited to 18" maximum height; limited to black faces and returns ARB 5/18/2009 Three Notch'd Center - Page 4 SUMMARY OF RECOMMENDATIONS Staff recommends the following as the primary points of discussion: 1. Revised architectural design 2. Wall sign criteria Staff offers the following comments on the proposal: 1. Revise the footprint of the buildings on the site plan to coordinate with the revised elevations. Revise the wall light locations shown on the lighting plan to coordinate with the wall lights shown on the elevations. Revise the labels for elevations SK1.1 and SK1.2 to correct the directions (east/west). 2. Revise the louver in the 40' -wide gable to an appropriately scaled window. 3. Add cornice details to the architectural drawing set that reflect a traditional fascia and soffit arrangement with trim detailing. 4. Revise the plan to clearly show that the second -story bridge is occupiable space. 6. Revise the note on site plan sheet 3 to indicate that the dumpster enclosure will be masonry to match the building. 7. The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. 1. Provide perspective views of the entire proposed buildings as seen from both directions on the EC. Provide to -scale black and white line drawings of the building elevations with shade /shadow for review. Provide elevations at 1/8" scale. Include the storage center office in the perspective and elevation drawings for reference. Provide a roof plan for review. Coordinate the elevation and perspective drawings regarding location of all building elements. 2. Add windows and /or detail to the east and west plaza elevations. Provide plaza elevations for review. 3. Revise the plan to clearly show that the second -story bridge is occupiable space. 4. Include a color /material schedule on the architectural elevation drawings. Provide actual color /material samples for all proposed materials. 5. Delete the Red Maple currently shown along the EC and add another plum tree. Revise the planting scheme to provide Zelkovas flanking the entrance to the plaza. 6. Provide perimeter parking lot trees at 21/2" caliper, 40' on center, along the western property line. If an existing utility is located in this area, clearly show its location and associated easement on the plan. Revise the Arborvitae at the northern property line to a mix of evergreen and deciduous trees that blend with the wooded area to remain. 7. Eliminate the Arborvitae from the interior of the parking lot. Revise the spacing of the Red maples at the interior of the parking lot to 40'on center. 8. Move the landscape notes from the lighting sheet to the landscape sheet. Eliminate notes 4 and 5 or indicate how they apply to this proposal. Coordinate the quantity of abelia on the plan and in ARB 5/18/2009 Three Notch'd Center - Page 6 the plant schedule. 9. Provide for review the cut sheets for the G and REC fixtures. Clarify the meaning of the "EH22" and "MOG" designations in the catalog numbers for the OJ and OK fixtures. Revise the lighting plan so that the symbols on the plan match the symbols in the schedule. Include in the luminaire schedule the proposed colors for the fixtures and poles. Dark bronze or black are recommended. Include the following note on the plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one -half footcandle." 10. Coordinate all dumpster notes to indicate that the dumpster enclosure will be brick masonry to match the building. Include in the drawing set a dumpster enclosure detail. 11. Revise the drawings to indicate the location and height of rooftop equipment. Provide on the drawings sufficient information to clearly confirm that rooftop equipment will not be visible from the EC. 12. Revise the freestanding sign drawing to indicate that the stone facing will match the stone of the building. Revise the landscape plan to include plants at the base of the monument sign that will help integrate the sign into the landscape. (Note that the sign location is provided for information and coordination at this time. Final approval of the sign location will not be granted until a sign permit application is made, reviewed and approved by the County.) Provide for review an outline of proposed wall sign criteria, including but not limited to sign type, illumination type, materials, colors, size limits, etc. 13. Revise the cornice details to reflect the more traditional fascia and soffit arrangement with trim detailing. You may submit your application for continued ARB review at your earliest convenience. Application forms, checklists and schedules are available on -line at www.albemarle.org /planning. Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on each drawing and an ARB approval signature panel. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those requested have been made, identify those changes in the memo also. Highlighting the changes in the drawing with "clouding" or by other means will facilitate review and approval.
