Plan note #11 stating that no outdoor lighting will exceed 3,000 lumens is unusual and exceeds the Ordinance requirements. Please confirm that the applicant intends to meet this condition. It may be more appropriate to condition any new lighting using the relatively new Special Use Permit condition for property in the Rural Areas. 2. Buffer / Screening Note #20 reflects only a 10 foot screening buffer where the Ordinance (Section 32.7.9.8) requires a 20 foot screening buffer. Please be aware that the proposed grading on the north side of the site encroaches into the 20 foot undisturbed buffer, particularly in the section closest to the road. Any requirement for undisturbed areas needs to be a clearly articulated condition that can be met. For example, this same plan note states that the existing woody area will remain undisturbed. I suggest that we determine the critical areas for undisturbed buffer (as opposed to an area that can be replanted with screening trees). If there are any critical areas, we should address them with a condition of approval. (Refer to staff's standard conditions of SP approval for tree disturbance) 3. Inoperative vehicles Plan note #19 is not relevant in that it only refers to existing conditions. We should address this with a condition of approval. 4. Site plan — it may make sense to ask (the Planning Commission) that the site plan be administratively approved since we are conducting a plan review now with the Special Use Permit. 5. Conditions of approval I suggest conditions which are similar to Harris' Garage where relevant. For example, a) we want to condition the plan with major elements; b) limit outside repair or storage of parts; and c) we want to limit parking vehicles to approved parking spaces (to prevent spillover out of the parking area; d) we want to limit vehicles which become "parts vehicles." A way to do that is to prohibit a vehicle which for a period of sixty (60) days or longer has been partially or totally disassembled by the removal of tires and wheels, the engine or other essential parts required for operation of the vehicle.
