I have reviewed the plans submitted in support of the above application and offer the following comments.
The location of the proposed access will likely impact unit 47D requiring an easement.
The design of the access results in one way access. It is likely that the Manor House traffic will
use the "driveway" to access the parking in front of the Manor house. This traffic will not be
restricted to one way (the residents will enter and exit using the driveway). Traffic accessing
the rear of the "future commercial building" will be exiting using the Manor House
"driveway ". This will result in a conflict with traffic entering to access the Manor House.
Current Development does not recommend approval with the design shown. If the Board
chooses to approve this application with a condition that development be in general accord
with the submitted plan it should be made clear if the Board is approving the necessary
waivers for one way access or if Current Development has the flexibility to require revisions to
the plan to insure that safe access can be provided.
Landscaping will be required to screen the parking and commercial use from the adjacent
residential development. This will require the installation of significant landscaping on all
sides of the parking area and building. (Reference 32.7.9.8.c)
Landscaping should be conceptual shown and conditioned with the concept plan. Commercial
areas are to be screened from residential areas. It will be virtually impossible to screen the
commercial use from residential uses. Further, the level of screening required to achieve full
screening may be inconsistent with the goals of Neighborhood Model Development. The
requirement of screening may be waived or reduced. The Board should determine what level
of screening is appropriate to insure compliance with 32.7.9.8c. The landscaping should be
shown on the site plan.
Sidewalks to the commercial building are not shown. It should be made clear if this
requirement is being waived or will be required at the time of site plan review.
